TUESDAY, January 23, 2001 <br /> <br />BE IT RESOLVED by the Council of the City of Martinsville, Virginia, in regular session <br />assembled January 23, 2001, that it does hereby support the need for the aforementioned work <br />and requests approval by the Department of Corrections. <br /> <br />13¸ <br /> <br />Council considered approval, on first reading, of Ordinance Number 2001-2. Mr. Earl B. <br />Reynolds, Jr., City Manager, stated that the request is made to amend Chapter 2 -Administration, <br />Article HI - Budgets, Section 2-37 - Submission of budgets, budget message, and etc., to Council <br />and Section 2-40 - Adoption of budgets and revenue Ordinances; transfer of funds of the City <br />Code. Mr. Reynolds stated that, over the last several years, the City has not been able to comply <br />with the April 1 deadline that is in the City Code, which was written approximately thirty years <br />ago. The City has been forced to adjust the date annually, to complete the required process. Mr. <br />Reynolds recommended April 30 as a new deadline for budget submission to Council and a new <br />deadline of June 30 for Council's adoption of the budget. Council moved upon motion duly <br />seconded and by recorded vote, with all members voting: Vote 5-0; Yeas (5)- Crabtree, Teague, <br />Dallas, Ferrill, and Roop; Nays (0)- None, to approve Ordinance Number 2001-2, on first <br />reading, <br /> <br />Council considered Staff reports. First, Mr. Leon Towarnicki, Public Works Director, addressed <br />Council as a representative of the Martinsville Transportation Safety Commission concerning a <br />recent City resident's request to close Rives Road to through truck traffic. Mr. Towamicki sl~ated <br />that at a recent Commission Meeting, two residents expressed concerns about increased truck <br />traffic on Rives Road. After conducting a traffe survey, it was learned that the truck traffic is <br />minimal with most of the traffic being for local businesses or residences. The Commission has <br />agreed to ask the City Police Chief to visit each industry in the vicinity and request that trucks use <br />the 220 end of Rives Road when possible. Mr. Earl B.
