Ms. Martin reviewed the <br />criteria presented and replied, "I'm not aware of the situation. We have never fully <br />published the criteria. With the generous contribution by Council, I feel that funds are <br />adequate to help all. There's flexibility built in. There's also other resources we use to <br />meet the needs." Council requested that requests from City residents be monitored and <br />reported quarterly to Council with feedback. <br /> <br /> Council considered conducting a Public Hearing to discuss the City's proposal to <br />amend Appendix A - Schedule of Water and Sewer Rates of the City's Terms and <br />Conditions for Water and Sewer Services and Ordinance No. 2000-8 amending such. <br />City Manager Reynolds made an overview presentation of water and sewer services. <br />Council Member Dallas stated, "1 don't care what others pay." Vice Mayor Teague <br />stated, "You have to benchmark. If these rate increases are enacted, the City would be <br />approximately fifth cheapest in the State." Mayor Crabtree declared the Public Hearing <br />open. Mr. Sanders asked,. "When will they take effect? Would it help to put it off until <br />spring? I'm just questioning the timing." Mayor Crabtree replied, "The original plan was <br />to take effect on second reading, but it was amended to be January 1, 2001 ." Mr. <br /> <br />Sanders asked, "How many outside customers?" <br />"Approximately 500; twenty percent of revenue <br /> <br />City Manager Reynolds replied, <br />comes from outside customers." <br /> <br />Kenneth Whitlock, of 1611 Mulberry Road, asked, "Have all departments looked at <br />efficiency?"
