They're waiting on a proposal from Mr. Clower." <br /> <br /> Council considered conducting a Public Hearing to discuss the sale of City- <br />owned real property consisting of two parcels (26.538 acres and 0.938 acres) in the <br />Martinsville Industrial Park in Henry County to Frith Construction Company, Inc. City <br />Manager Reynolds stated, "The purchaser has given an offer of $81,114." Mayor <br />Crabtree declared the Public Hearing open. Mr. Crigger asked, "Are we getting market <br />average value?" Thomas Harned, Assistant to the City Manager for Community <br />Development, stated, "The negotiated price was derived between the assessment and <br />value. Topography is a problem, and there is a sewer easement. These are the last <br />two parcels available." Mayor Crabtree declared the Public Hearing closed. Vice Mayor <br />Teague moved to sell such parcels and authorize the City Manager to execute a deed <br />conveying said property; the motion was duly seconded and carried by the following <br />vote, with all members voting: Vote 5 - 0; Yeas (5) - Crabtree, Dallas, Ferrill, Roop, <br />Teague; Nays (0) - None. <br /> <br /> Council considered a report on the Martinsville Emergency Assistance Fund by <br />Joyce Martin, Director of the Henry County-Martinsville Social Services Department. <br />Ms. Martin stated, "This is a non-mandated program with all local funds. We took the <br />best of both plans when the Department merged in 1997. Donations are also received <br />from community groups and individuals. We try to be good stewards as a responsibility <br />to taxpayers. Restrictions are approved by the Social Services Board. Thank you for <br /> <br /> <br />
