City Manager Reynolds stated, "The purchaser has given an offer of $81,114." Mayor Crabtree declared the Public Hearing open. Mr. Crigger asked, "Are we getting market average value?" Thomas Harned, Assistant to the City Manager for Community Development, stated, "The negotiated price was derived between the assessment and value. Topography is a problem, and there is a sewer easement. These are the last two parcels available." Mayor Crabtree declared the Public Hearing closed. Vice Mayor Teague moved to sell such parcels and authorize the City Manager to execute a deed conveying said property; the motion was duly seconded and carried by the following vote, with all members voting: Vote 5 - 0; Yeas (5) - Crabtree, Dallas, Ferrill, Roop, Teague; Nays (0) - None. Council considered a report on the Martinsville Emergency Assistance Fund by Joyce Martin, Director of the Henry County-Martinsville Social Services Department. Ms. Martin stated, "This is a non-mandated program with all local funds. We took the best of both plans when the Department merged in 1997.
