James Severt, of 1101 Corn <br />Tassel Trail, asked, "City customers pay real estate and personal property taxes. Why <br />will we experience a larger increase than outside customers?" Council Member Roop <br />replied, "The issue was to maintain a competitive rate." Mr. Crigger stated, 'Tm <br />concerned with the elderly, retired, and disabled. I would like for Council to consider <br />each department having an escrow account, not to be drawn .by the general fund, with <br />surplus money from the rate increases being deposited." Lem Nolen, of 219 Greyson <br />Street, asked, "When houses are converted to apartments, is there one meter or one for <br />each apartment?" John Dyches, Water Resources Director, replied, "Most of them have <br />only one meter and are charged the minimum." Mayor Crabtree declared the Public <br />Hearing closed. Council Member Roop stated, "One of the first issues that I presented <br />when first elected was to ask for a review of the whole City for efficiency. I formalized <br />this in a letter to Council in May. The only thing that's been done is a review of water <br />and sewer services." Vice Mayor Teague stated, "These types of discussion are <br />difficult. We've talked about doing one department at a time. We've talked about <br />looking at each department at budget time." Council Member Roop stated, "1 don't <br />believe during budget sessions is the time to review efficiency. Council and citizens <br />need to know what money is under the control of the City and what is not." City <br />Manager Reynolds stated, "Out of $24 million, $3.8 million would be up for discussion." <br />Council requested that Staff put all budget items into graphs or charts, according to <br />department, agency, constitutional officer, etc. Mr. Sanders stated, "1 think ten percent <br />should be cut from every department." Vice Mayor Teague moved to adopt Ordinance <br />No. 2000-8, on first reading, and request Staff to submit additional information regarding <br /> <br /> <br />
