TUESDAY. January 23. 2001 13 <br /> <br />Council considered approval, on first reading, of Ordinance Number 2001-2. Mr. Earl B. <br />Reynolds, Jr., City Manager, stated that the request is made to amend Chapter 2 -Administration, <br />Article III- Budgets, Section 2-37 - Submission of budgets, budget message, and etc., to <br />Council and Section 2-40 - Adoption of budgets and revenue Ordinances; transfer of funds of the <br />City Code. Mr. Reynolds stated that, over the last several years, the City has not been able to <br />comply with the April 1 deadline that is in the City Code, which was written approximately <br />thirty years ago. The City has been forced to adjust the date annually, to complete the required <br />process. Mr. Reynolds recommended April 30 as a new deadline for budget submission to <br />Council and a new deadline of June 30 for Council's adoption of the budget. Council moved <br />upon motion duly seconded and by recorded vote, with all members voting: Vote 5-0; Yeas (5)- <br />Crabtree, Teague, Dallas, Ferrill, and Roop; Nays (0)- None, to approve Ordinance Number <br />2001-2, on first reading, <br /> <br />Council considered Staff reports. First, Mr. Leon Towamicki, Public Works Director, addressed <br />Council as a representative of the Martinsville Transportation Safety Commission concerning a <br />recent City resident's request to close Rives Road to through truck traffic. Mr. Towamicki stated <br />that at a recent Commission Meeting, two residents expressed concerns about increased truck <br />traffic on Rives Road. After conducting a traffic survey, it was leamed that the track traffic is <br />minimal with most of the traffic being for local businesses or residences. The Commission has <br />agreed to ask the City Police Chief to visit each industry in the vicinity and request that tracks <br />use the 220 end of Rives Road when possible. Mr. Earl B. Reynolds, Jr., City Manager, <br />summarized a letter by Ms. Sherry Ramsey, Executive Director of Patrick Henry Development <br />Council. The letter' s purpose was to reiterate the fact that restricting truck traffic on Rives Road <br />may hinder economic development efforts and be a burden to existing businesses on the street. <br /> <br /> <br />
