TUESDAY, January 23, 2001 <br />of a Resolution to allow State inmates to perform work in the City, on Spruce Street, near the <br /> <br />Henry County line. If authorized, the work would include removal of silt that has accumulated in <br />the culvert. Mr. Kanode assured Council that the program's number one commitment is to <br />public safety, and he is simply attending the Meeting to offer use of inmate labor within the City <br />for the stated purpose. Such programs are monitored for safety and security. The Resolution is a <br />State requirement, and must include his recommendation, and the State Public Safety Director's <br />signature. Two State Correctional guards will supervise the work with approximately ten <br />inmates comprising the crew. The inmate classification of such crews includes aggressive <br />screening by the Superintendent and staff, and typical convictions are for property crimes, drug <br />offenses, and driving violations. Average release dates are one to two years from now. No sex- <br />offenders or kidnappers are allowed to serve in this capacity. Council Member Dallas asked if <br />two additional guards could be added to the gang. Mr. Kanode stated that due to limited staffing, <br />no more guards could be added. Council moved upon motion duly seconded, with all members <br />voting: Vote 4-1; Yeas (4)- Crabtree, Teague, Ferrill, and Roop; Nays (1)- Dallas, adoption of <br />the Resolution as follows: <br /> <br />WHEREAS, inmate labor may be used for public works projects on public lands under Section <br />53.1-59 of the Virginia Code; and <br /> <br />WHEREAS, the Department of Corrections has an agreement with the Virginia Department of <br />Transportation for the use of inmate labor for minor maintenance work along public roads and <br />rights of way; and <br /> <br />WHEREAS, the Mulberry Creek box culvert on Spruce Street/Route 650 is in need of cleaning <br />and silt/debris removal; and <br /> <br />WHEREAS, the Patrick Henry Correctional Unit has an inmate work crew available for such <br />work; and <br /> <br />WHEREAS, a resolution of support from the local governing body is required by the Virginia <br />Code prior to the use of inmate labor on public works projects; now, therefore, <br /> <br />BE IT RESOLVED by the Council of the City of Martinsville, Virginia, in regular session <br />assembled January 23, 2001, that it does hereby support the need for the aforementioned work <br />and requests approval by the Department of Corrections. <br /> <br />12 <br /> <br /> <br />
