244 <br /> <br />October 30, 2000 <br /> <br />becoming a four-lane highway, thereby causing citizens to cross <br />heavily traveled streets to utilize their mailboxes; and <br />WHEREAS, the City Council has discussed this concern with the <br />local Postmaster in the City, asking that all mailboxes be on the <br />same side of the street as their residence along Liberty Street, as is <br />the practice in other heavily traveled streets within the City Limits; <br />and <br />WHEREAS, this request has been denied from the local level and <br />City Council continues to believe that a major safety issue is not <br />being properly addressed; now, therefore, <br />BE IT RESOLVED by the Council of the City of Martinsville, <br />Virginia, in regular session assembled on October 30, 2000, that <br />said Council does hereby request the Roanoke Regional Office of <br />the U.S. Postal Service to reevaluate this request and seriously <br />consider providing mail delivery service on both sides of the street <br />along Liberty Street so that our elderly and other citizens do not <br />have to cross the street to access their mailbox. <br /> <br />Council considered a report by David Worthy, City Attorney, regarding a possible <br /> <br />amendment to the City Charter to provide for a residency requirement of certain City <br /> <br />employees. Mr. Worthy stated, "1 don't think that a Charter change is required. The <br /> <br />State Code allows for it by simply enacting an Ordinance." Council Member Dallas <br /> <br />stated, "Ten years ago, I would have agreed, but now we're competing for candidates. I <br /> <br />can't see us limiting qualified persons to City residency." Council Member Roop stated, <br /> <br />"1 brought this before Council once before. We have a chance to heal a wound that has <br /> <br />festered. We have an opportunity to bring citizens and government together and an <br /> <br />opportunity to do it without pain to anyone." Council Member Ferrill stated, "1 encourage <br /> <br />us to look favorably at this." Vice Mayor Teague stated, "1 cannot support any effect <br /> <br />that would reduce the applicant pool. I can't say that we need to work closer with the <br /> <br />County and then support this. We would set ourselves for a problem in the future." <br /> <br />Mayor Crabtree stated, "lt's a difficult world now with both spouses working. We live in <br /> <br />a competitive environment. I don't see how the structure of job performance could be <br /> <br /> <br />
