412

TUESDAY

JUNE 8. 1965

The regular semi-monthly meeting of the Council of the City of Martinsville,

Virginia, with Mayor J. Frank Wilson presiding, was held Tuesday, June 8,

1965, beginning at 7:30 P.M., in the Council Chamber, City Hall, all members

being present with the exception of Dr. Fred T. Renick, viz., Mayor J. Frank

Wilson; Harry L. Boaz; Thomas J. Burch; and E. E. Stone.

After the invocation, Council approved as recorded the minutes of its

regular meeting held May 25, 1965, and of its special meeting held June 1,
1965.

In connection with the proposed 1965-66 City Budget presented by City Manager

Hirst on June 1, 1965, Mr. Hirst presented a comparative analysis of water

and sewer fund income derived from customers outside of the City's corporate

limits and a reconciliation of same.

Mr. C. Harry Anglin, on behalf of his CATV franchise proposal discussed with

Council on several recent occasions, appealed to Council for an immediate

decision as to whether Council will invite bids for a CATV franchise in the

City of Martinsville. Mr. Curtis Jones and Mr. William Lawless, on behalf

of themselves as well as the local TV service firms, reiterated their

opposition to the Council granting any CATV franchise, stressing the antici-

pated adverse effect upon the local service firms and, also, the anticipated

problems in properly controlling a CATV operation. Council indicated that

it has received information on CATV operations and franchises in other Virginia

cities, which it is now studying, and then directed City Attorney Cubine and

City Manager Hirst to prepare a draft of a proposed CATV franchise for

Council's consideration, with several members of Council expressing themselves

as being in favor of proceeding with CATV bid invitations.

......,
