41

TUESDAY

JUN~_JL_--122.2

/,"--'

Responding to objections raised before Council on May 25, 1965, by a group

of residents of Greyson Street and Highland Ridge, to their keeping of horses

on their premises at 216 Greyson Street, now permitted under a non-conforming

permit issued by the Health Department, Mr. and Mrs. Fred T. Martin appeared

before Council with the statement that they are conforming to health department

regulations and, too, that the bringing of this matter before Council and the

news coverage given this subject constituted an unfair and an embarrassing

situation for the Martins inasmuch as they were not given an opportunity at

the May 25th meeting--having had no notice--to defend themselves. Meanwhile,

Council explained to Mr. and Mrs. Martin that the responsibility for enforcing

regulations governing the keeping of animals within the City lies with the
Health Department I s jurisdiction.

Mr. L. D. Juhlin, President of Blue Ridge Aviation Corporation, appeared

before Council in connection with his May 25th appearance before Council and

inquiry of same date as to Council's intended disposition of the present

City-owned airport site, urging Council to close this facility completely and

formally as soon as the new Blue Ridge airport is completed and operative.

Several members of Council expressed the opinion that this would be done.

City Manager Hirst reviewed developments leading to Council's decision on

June 1st to refer the IIGranit Streetll closing petition--submitted May 25th

by Mr. Lawson L. Lester, Jr., through his counsel, Mr. Ebb H. Williams, III,

Attorney at Law--to the Planning Commission. After some discussion, Council

unanimously agreed to proceed with the appointing of a Board of Viewers in

accordance with the requirements of Section 15.1-364 of the Code of Virginia,

1950, and as amended, naming Messrs. William M. Bouldin, T. J. Childress, Jr.,

and J. E. Jones (with Mr. Jones as Chairman) as such a Board to serve in the

manner set forth in said section.
