<br />The regular semi-monthly meeting of the Council of the City of Martinsville,
<br />
<br />Virginia, with Mayor J. Frank Wilson presiding (and with all members present,
<br />
<br />viz., Mayor J. Frank Wilson; Vice-Mayor Fred T. Renick; Harry L. Boaz; Thomas
<br />
<br />J. Burch; and E. E. Stone), was held in the Council Chamber, City Hall,
<br />
<br />Tuesday, July 9, 1963, beginning at 7:30 P.M.
<br />
<br />After the invocation, Council approved as recorded the minutes of its regular
<br />
<br />meeting held June 25, 1963.
<br />
<br />Pursuant to recommendations of Mr., J. David Morris, Commissioner of the Revenue,
<br />
<br />Council adopted the following ordinance amending the City's Business &
<br />
<br />Occupational License Tax Code, thereby re-defining the term "Contractors":
<br />
<br />BE IT ORDAINED by the Council of the City of Martinsville, Virginia,
<br />in regular meeting assembled this ninth day of July, 1963, that
<br />paragraph (f) of Section 2 of Chapter I of the License Tax Ordinance
<br />of the Ci~y of Martinsville, 1949, and as amended, be and is hereby
<br />amended to reas as follows:
<br />
<br />(f) The term "Contractor" shall include every person engaged
<br />in the conduct of a business or trade enumerated in Chapter III,
<br />Section 4, of this ordinance and, also, shall include speculative
<br />builders as hereinafter defined. The term "Contractor" is
<br />further defined to include every person accepting or affering to
<br />accept arders or contracts for doing any work on or in any
<br />building or structure requiring the use af paint, stone, brick,
<br />mortar, cement, wood, wallpaper, structural iron or steel, sheet
<br />iron, galvanized iron, metallic piping, tin, lead or other metal
<br />or any other building materials; or accepting or offering to
<br />accept orders or contracts to do. any electrical work an ar in
<br />any building or structure or prernises;-or accepting or offering
<br />to. accept orders or contracts to do any paving or curbing on
<br />sidewalks ar streets, public or private property, requiring the
<br />use of asphalt, brick, stone, cement, wood or any composition;
<br />or accepting or offering to accept orders or contracts to
<br />excavate earth, rock or material for faundations or any other
<br />purpose; or accepting or offering to accept arders or contracts
<br />to construct any sewer of stone, brick, concrete, terra catta,
<br />or other materials; or accepting or offering to accept orders
<br />or contracts to care for plots in cemeteries; or accepting ar
<br />offering to accept arders of cantracts for building, remodeling,
<br />repairing, wrecking, razing, or demolishing any structure; or
