<br />TUESD AY <br /> <br />JULY 9. 1963 <br /> <br />for moving any building, or for drilling, boring, or digging a well; <br />or for the installation, maintenance or repair of neon signs, or <br />air conditioning apparatus or equipment; or fumigation or disinfecting <br />to prevent the spread of disease; or, for the eradication or <br />extermination of rats, mice, termites, vermin, or insects or bugs of <br />any kind, shall be deemed to be a contractor, whether such work is <br />done or offered to be done by day labor, general contract or <br />subcontract. <br />The term "speculative builders" shall include every person or <br />firm engaged in the business of erecting a building for the purpose <br />of selling or renting the same and making no contract with a duly <br />licensed contractor for the erection of the building. <br />No person or firm duly licensed as a contractor, who or <br />which is also engaged in the business of speculative building, shall <br />be liable for a separate license but every such person or firm shall <br />include in his license application all of the costs of erecting <br />speculative buildings, exclusive of the value or cost of land, which <br />costs shall be considered as a part of the orders or contrwcts <br />accepted by such person or firm in computing applicable license tax. <br />Every contractor who proposes to do work in the city, for <br />which a~ermit must be obtained from or contract let by a department <br />or agent of the city, upon making application for such permit or <br />upon award of such contract, shall exhibit to the Inspection Department <br />the city license authorizing him to engage in the business for the year <br />in which the permit is applied for, or in which year such contract is <br />awarded, and shall furnish to said department a list of his subcontractors, <br />and if any or all of such subcontracts have not been closed or awarded at <br />the time permit is applied for he shall furnish such l~ in writing immed- <br />iately upon awarding the subcontracts or contracts and he shall not allow <br />the work under any subcontract to proceed until the subcontractor or <br />subcontractors shall have exhibited to him a city license to engage in <br />such business in the city for the current year. <br /> <br />An emergency existing, this ordinance shall be in force from date of adoption. <br /> <br />Pursuant to recommendations of a group of merchants operating businesses on Starling <br /> <br />Avenue between Ca~ter Street and Memorial Boulevard, Council unanimously directed <br /> <br />that the traffic test pattern currently in effect during the hours between 3:30 P.M. <br /> <br />and 5:30 P.M. shall be changed immediately to be in force--for the duration of the <br /> <br />test pattern--between the hours 3: 30 P.M. and 4:30 P.M. <br /> <br />In accordance with requests from representatives of opponents to the City's proposed <br /> <br />Zoning Code amendment (changing regulations on erection and location of "advertising" <br /> <br />signs), Council deferred action on said proposed amendment, suggesting that in the <br /> <br />16: <br />
