<br />FRIDAY <br /> <br />SEPTEMBER 1, 1972 <br /> <br />/- <br /> <br />Pursuant to Paragraph (a) of Seceion 5, Chapter 2, of the Charter of the City <br /> <br />of Martinsville, Virginia, an organizational meeting of the Council of the <br /> <br />City of Martinsville was held in the Council Chamber, City Hall, Friday, <br /> <br />September 1, 1972, beginning at 9:00 A.M. <br /> <br />After the invocation, Mr. Jesse D. Clift, Clerk of Martinsville Corporation <br /> <br />Court, administered the prescribed oaths of office to Messrs. Harry L. Boaz <br /> <br />and William D. Hobson, re-elected on May 2, 1972, and to Mr. Morton W. Lester, <br /> <br />elected on May 2, 1972, for four-year terms of office as councilmen beginning <br /> <br />September 1, 1972. <br /> <br />With Mr. Clift presiding, the name of Councilman Francis T. West was offered <br /> <br />by Councilman Lester, seconded by Councilman Boaz, for the position of Mayor; <br /> <br />and, there being no other nominations, Councilman West was elected Mayor for <br /> <br />a two-year term beginning September 1, 1972, with the prescribed oath of <br /> <br />office duly administered by Mr. Clift. <br /> <br />Mayor West then called for nominations for the position of Vice-Mayor; <br /> <br />whereupon, upon nomination by Councilman Lester, seconded by Mayor West, <br /> <br />and there being no other nominations, Councilman Harry L. Boaz was elected <br /> <br />Vice Mayor for a two-year term beginning September 1, 1972, with the prescribed <br /> <br />oath of office duly administered by Mr. Clift. <br /> <br />Pursuant to provisions of the above-cited Charter section, and upon being <br /> <br /> <br />advised by City Attorney Cubine that for Council to consider any other items <br /> <br /> <br />of business would constitute conducting a meeting without prior notice, in <br /> <br /> <br />which event "all members of the council (must) attend and vote unanimously on <br /> <br />all matters acted upon", Council unanimously agreed to consider items of <br />
