AGENDA <br /> CITY COUNCIL MEETING <br /> CITY OF MARTINSVILLE, VIRGINIA <br /> <br />City Council Chamber - Municipal Building <br />7:30 P.M. -Tuesday, September 5, 2000 <br /> <br />Invocation - Vice Mayor M. Gene Teague <br /> <br />I. Consider approval of the minutes of City Council's meeting of August 22, <br /> 2000. (See Enclosure #1) <br /> <br />II. Business from the floor. <br /> <br />III. <br /> <br />Consider adoption, on first reading, of Ordinance establishing an <br />underground utility corridor in accordance with the Virginia Department <br />of Transportation Policy. (See Enclosure #2) <br />COMMENTS: As Council is aware, the VDOT project for the North side <br />area has progressed tremendously slow over the last several years. <br />However, the project within the last three months has begun to gain <br />some momentum. It is our understanding that the right-of-way <br />acquisition process has been authorized and is currently active. <br />Additionally, members of our staff have been meeting with the VDOT <br />team responsible for utility relocation, which must occur prior to any <br />construction activity. A decision that must be made before the utility <br />relocation plans can be finalized is whether or not the above-ground <br />utilities (electric, telephone and cable) will be placed underground or, as <br />is the current situation, above ground. It is our recommendation that <br />City Council adopt the enclosed Ordinance, which will provide for <br />underground utility place-ment. By doing so, the City will be committed <br />to funding the "betterment" portion of the additional cost required for <br />above-ground utility placement which at this time is estimated to be <br />$425,000. Thus, the total estimated cost for this project will increase <br />from $9,062,000 to $9,487,000 with the City's matching share increasing <br />from $181,240 (2%) to $606,240 (6.4%). As a matter of information all <br />costs associated with the project are paid up front by VDOT. It is not <br />expected that any payment toward this project by the City will occur <br />until FY03-04. <br /> <br />Consider authorizing the City Manager to execute an agreement for the <br />development and administration of preliminary engineering, design and <br />plan development necessary to award a contract for the construction of <br />the York Street to County line portion of the Liberty/Clearview <br />intersection improvement project. (See Enclosure #3) <br /> <br /> <br />
