Composition of department. <br /> <br /> The police department shall consist of such officers and employees as shall be authorized <br />by the council. <br />(Code 1971, § 2-4; Ord. of 1-12-82) <br /> Charter reference--Authority of city to establish and maintain police department, Ch. <br />1, § 2(30), (31). <br /> <br />Sec. 14-2. Management and control of department. <br /> <br /> The police department shall be subject to the management and control of the city manager. <br />(Code 1971, § 2-5) <br /> <br />Sec. 14-3. Arrests for violations involving operation or use of city property located <br /> outside city limits. <br /> <br /> In addition to the powers conferred by state law, any police officer of the city shall have <br />the power to make arrests for violations of any law or ordinance relating to the operation and <br />use of any public water supply facility, watershed, sewage disposal plant, public landing, dock <br />or wharf or any other public property owned by the city located beyond the limits of the city, <br />at such city facility or property. <br />(Code 1971, § 2-4; Ord. of 1-12-82) <br /> <br />Sec. 1~,-~,.
