AGENDA <br /> CITY COUNCIL MEETING <br />CITY OF MARTINSVILLE, VIRGINIA <br /> <br />City Council Chamber - Municipal Building <br /> 7:00 P.M. - January 26, 1999 <br /> <br />II. <br /> <br />III. <br /> <br />Invocation - Vice-Mayor M. Gene Teague <br /> <br />I. Consider approval of minutes of City Council's meetings of December 3-4 and <br /> 10, 1998, and January 7 and 12, 1999. (See Enclosure # l-a, #l-b, #1-c and #l-d) <br /> <br />Conduct a public hearing and consider approval, on first reading, of Ordinance <br />No. 99-1 on a request by the Planning Commission to amend Section II--Defini- <br />tions and Section XI--District Regulations-Professional District, Paragraph J-- <br />Permitted Uses-RP- 1 Residential-Professional District, Sub-paragraph 4----Life <br />Care Facility, of the City's Zoning Ordinance. (See Enclosure #2) <br /> <br />COMMENTS: The Planning Commission has recommended this amendment <br />because they have received requests from developers, health care providers, etc., <br />for zoning information regarding assisted living facilities. Currently, our Zoning <br />Ordinance does not provide for this type use other than through the Special Use <br />Permit procedure. We recommend that Council adopt this Ordinance on first <br />reading. <br /> <br />Conduct a public heating on a request by Ray E. and Elizabeth G. Martin to <br />abandon a 30 x 150 foot section of Thomasson Street. (See Enclosure #3) <br /> <br />COMMENTS: City staff is continuing their efforts to develop a mutually <br />acceptable agreement with the petitioner and neighbors who oppose the <br />abandonment. If we are unsuccessful in developing a resolution prior to the <br />Council Meeting, we will request that this matter be continued to your first <br />regular meeting in February. <br /> <br />Conduct a public heating regarding a 1999 Community Development Block Grant <br />program for the purpose of citizen comment on priority projects throughout the <br />entire City. (See Enclosure ~4) <br /> <br />COMMENTS: This is one of two public hearings required for application <br />through the CDBG program. This particular hearing is to receive input from <br />citizens to determine the need for rehab projects in the City for prioritizing them. <br />Council will not need to identify a specific project at this time---another public <br />hearing will be scheduled later for that purpose. <br /> <br /> <br />
