Consider adoption, on second reading, of Ordinance No. 99-2 amending Chapter <br />12--Motor Vehicles and Traffic, Article IV--Stopping, Standing and Parking, <br />Section 12-98--Unauthorized use of parking space reserved for handicapped and <br />Section 12-103--Parking citation penalties of the City Code related to handicap <br />parking violations. (See Enclosure #5) <br /> <br />COMMENTS: We recommend that Council adopt this Ordinance on second <br />reading. <br /> <br />VI. <br /> <br />Consider adoption of a Resolution authorizing the filing of an application with the <br />Virginia Department of Rail and Public Transportation for Technical Assistance <br />Funds to conduct a Martinsville-Henry County Transit Study. (See Enclosure #6) <br /> <br />COMMENTS: We recommend that Council adopt the Resolution as prepared. <br /> <br />VII. <br /> <br />Consider adoption of a Resolution authorizing the filing of an application with the <br />Commonwealth Transportation Board ISTEA enhancement program for Phase III <br />of the Uptown Rail Trail Project. (See Enclosure #7) <br /> <br />COMMENTS: We recommend that Council adopt the Resolution as prepared. <br /> <br />VIII. <br /> <br />Consider adoption of a Resolution and set a public hearing regarding the issuance <br />of General Obligation Notes for funding Albert Harris School renovations. <br />(See Enclosure #8) <br /> <br />COMMENTS: We recommend that Council adopt the Resolution, thereby <br />setting a public heating for its February 23, 1999, meeting. <br /> <br />IX. CONSENT AGENDA: <br /> <br />Accept and appropriate $3,429 received from a recipient of the CDBG <br />Massey Street Rehab Project to be expended for part-time assistance in the <br />Housing Services Fund. <br /> <br />COMMENTS: The property at 100 Massey Street was upgraded under the <br />CDBG Program. Part of the criteria of this program provides that a portion <br />of the funds allowed for the rehab must be paid to the City whenever there is <br />a change in the property owner within five years of rehab. The ownership <br />has changed, thus the City received $3,429. We recommend that Council <br />accept this into Revenue Account 05-000500-19020000 Reid/Forgive- <br />able Grant and appropriate to Expenditure Account 05-531100-1600000 ... <br />Part-time/Temporary in the Housing Services Fund. <br /> <br />B. Transfer $6,000 from Planning & Zoning in the General Fund to Part-time/ <br /> Temporary in the Housing Services Fund. <br /> <br /> <br />
