<br />39 <br /> <br />TUESDAY <br /> <br />NOVEMBER 22. 1955 <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsville, <br /> <br />Virginia, with lJ.ayor R. S. Hodnett presiding, was held in the Council Chamber, <br /> <br />City Hall, on Tuesday, November 22, 1955, at 7:30 P.}1., with all members present, <br /> <br />as follows: Mayor and Councilman R. S. Hodnett; Vice-Hayor and Councilman <br /> <br />C. P. Craig; and Councilmen B. H. Hill, W. T. Turner, and J. R. Walker. <br /> <br />Minutes of the Council meeting held November 10, 1955 were approved as read. <br /> <br />School Board Chairman Frank M. lacy and School Superintendent M. L. Carper <br /> <br />appeared before Council and presented the following letter setting forth the <br /> <br />School Board's recommended school building program as well as the Board's <br /> <br />request that the Council set in motion plans for financing this proposed <br /> <br />~i~ <br />~~ <br />i <br /> <br />construction: <br /> <br />Your School Board after thorough and continuous study of the school <br />building needs in the City of Martinsville, has projected a building <br />program to meet the housing needs of the childred in the City of <br />Martinsville for the ne:x.t five years. <br /> <br />A five year period was selected because the children for which <br />education must be provided in the coming five years are known <br />to be living in the City of Martinsville now. They were tabulated <br />in the 1955 school census. Migration in or out of the city during <br />the coming years is not under the control of the School Board. If <br />the trend for the past few years should continue the following <br />shortage of classrooms will prevail: <br /> <br />1955 <br />1956 <br />1957 <br />1958 <br />1959 <br /> <br />25 (actual at present) <br />33 <br />41 <br />44 <br />49 <br /> <br />An acceleration of migration into the city is evident from the first <br />of August 1955 until the present. If this new trend should continue, <br />the projections above will be less than the actual need. <br /> <br />Your board is conscious of the fact that should the proposed building <br />program be accomplished on schedule there will be more building needs <br />to be met in 1959. It is felt, however, that a program involving large <br />outlays of money should be planned and carried forward with meticulous <br />care; building well as we go along but neither over-building nor under- <br />building.
