<br />3 <br /> <br />TUESDAY <br /> <br />OCTOBER 12, 1954 <br /> <br />--- <br /> <br />No action was taken by Council, other than to continue to next regular meeting's <br /> <br />agenia, on a proposed amendment to the City's Amusement Admission Tax Ordinance, as <br /> <br />presented by Attorney John Hartley. <br /> <br />Council, also, continued until its next regular meeting consideration of a request from <br /> <br />the Norfolk and Western RailwayCompan;y for permission to discontinue watchman service <br /> <br />on Sundays at the Broad Street railroad crossing. <br /> <br />In receiving the 1953-54 annual report of the City's Recreation Department, Council <br /> <br />complimented Recreation Director Dlvid D. Russell upon tthe fine report of, as well as <br /> <br />the splendid work being done by, Mr. Russell and the Recreation Department. <br /> <br />~- <br />i~ <br />~ <br /> <br />Pursuant to the following recommendation of Mr. Irving R. McGhee, Traffic and Planning <br />Engineer, as endorsed by City Marager Mathewson, Council adopted the following <br /> <br />ordinance amending its Traffic and Safety Code to provide, among other things, for <br /> <br />speed limits on Memorial Boulevard: <br /> <br />To: :ur. Kent Mathewson, City Manager <br />Subject: Speed Limits on Memorial Boulevard <br /> <br />After considerable observation of traffic flow and speeds on the newly named <br />Memorial Boulevard from the intersection of Church and Fayette Streets to the <br />intersection of starling Avenue and Memorial Boulevard, it is ~ recommendation <br />that certain changes be made in our Traf'fic and Safety Code which are as follows: <br /> <br />Chapter I, Section 1, paragraph 25 be changed in the appropriate places to <br />substitute the words Memorial Boulevard in place of the words Bridge Street. <br /> <br />That Chapter I of Section 4 B, paragraph 2 be amended to read as follows: <br />Twenty miles per hour in business districts as defined herein, except when a <br />street passing through a business district is a divided highway consisting of <br />four or more lanes a speed of thirty miles per hour may be allowed. <br /> <br />It is my further recommendation that we erect 30 mile an hour signs on Memorial <br />Boulevard from its entersection with Bridge Street south to the South Corporate <br />Limits in appropriate locations and 40 miles per hour signs on Memorial Boulevard <br />from its intersection with Bridge Street, north to the North Corporate Limits. <br />
