<br />296 <br /> <br />IDESDAY <br /> <br />SEPTEMBER 28. 1954 <br /> <br />The regular semi-monthly meeting of the Council of the City of Martin sville , <br /> <br />Virginia, with Mayor R. S. Hodnett presiding, was held in the Council Chamber, <br /> <br />City Hall, on Tuesday, September 28, 1954, at 7:30 P.M., all members, as <br />follows, being present: Mayor and Councilman R. S. Hodnett, and Councilmen <br />C. P. Craig, B. H. Hill, W. T. Turner, and J. R. Walker. <br /> <br />Minutes of the regular Council meeting held September 14, 1954, upon being <br /> <br />read, were approved. <br /> <br />In accepting the following report of the Planning Commission, Council denied <br /> <br />a recent request submitted by Mrs. Ruth B. Leftwich that property at 604 East <br /> <br />Church Street be rezoned to -Business.: <br /> <br />The Planning ,Commission of the City of Martinsville, at its regular <br />meeting on September 16, 1954, considered a petition for rezoning <br />from Mrs. Ruth B. Leftwich, referred to them by City Council. <br /> <br />The Planning Commission unanimously voted to recommend that this <br />petition be denied. <br /> <br />In considering the above mentioned petition, the Commission cited <br />the following reasons for its decision: <br /> <br />1. This petition constitutes a request for spot zoning Which is <br />not in line with the established policy of the Planning <br />Commission. <br /> <br />2. Mrs. Leftwich informed the Connnission that the majority of <br />the property owners in this block are not in favor of rezoning <br />the entire block to a Business classification and would be <br />against allowing any other type of business on this particular <br />lot. It follows that if this particular lot is rezoned to a <br />Business classification and for any reason, the proposed <br />Nursing Home were to be discontinued that an;)r type of business <br />allowed in the B-1 Business zone 0"ould be erected on this lot <br />Which is, as pointed out above, contrary to the wIshes of the <br />property owners surrounding it. <br /> <br />3. It is the feeling of the Planning Commission that no undue <br />hardship will be created by the denial of the above petition. <br /> <br />The Planning Commission respectfully submits this recommendation <br />for Council's further consideration. <br />
