<br />~20 <br /> <br />TUESDAY <br /> <br />APRIL 27, 1954 <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsville, <br /> <br />Virginia, with Mayor R. S. Hodnett presiding, was held in the Council Chamber, <br /> <br />City Hall, on Tuesday, April 27, 1954 at 7:30 P.M., with all members, as follows, <br /> <br />being present: Mayor and Councilman R. S. Hodnett, and Councilmen C. P. Craig, <br /> <br />D. H. Goode, W. T. Turner, and J. R. Walker. <br /> <br />Minutes of the regular Council meeting held April 13, 1954, upon being read, <br /> <br />were approved. <br /> <br />In connection with the report and recommendations submitted by the Health Department <br /> <br />to the Council on April 13, 1954 Council received and adopted, with emergency clause <br /> <br />attached, the following ordinance amending Section One of Chapter IV of the City's <br /> <br />Health and Sanitation Code: <br /> <br />BE IT ORDAINED by the Council of the City of Martinsville, in regular <br />meeting assembled, that Section 1 of Chapter IV, of the Health and Sanitation <br />Code, titled Garbage Collectioh and Disposal, be amended to read as follows: <br /> <br />SECTION 1. GARBAGE COLLECTION AND DISPOSAL. <br /> <br />A. It shall be the duty of every owner, agent, lessee, or other <br />occupant of any premises, improved or unimproved, in the City of Martinsville <br />wherein refuse shall be created, to provide or cause to be provided an <br />adequate number of galvanized metal, water-tight, sanitary containers, each <br />with a tight-fitting metal cover and side handles, of a minimum capacity of <br />20 gallons and a maximum capacity of 32 gallons as pertains to residential <br />areas and 32 gallons as pertains to business areas. Such containers shall <br />hold contents without leakage or s pillage and containers shall be tightly <br />covered at all times except when momentarily open to receive refuse or to <br />have the contents removed. <br /> <br />B. It shall be the duty of every owner, agent, lessee, or occupant <br />to keep or cause to be kept clean and free from refuse all premises whether <br />improved or unimproved, including lots and areas. All refuse shall be <br />stored in containers as described in Paragraph "A" above and it will be <br />unlawful to use containers that become so damaged or worn as to prevent <br />tight closing of lids or the complete concealment of liquid wastes. <br />Approved spring devices for securing lids shall be used on each refuse <br />container except those used for the storage of ashes. <br /> <br />I <br />
