<br />4( <br /> <br />TUESDAY <br /> <br />FEBRUARY 24. 1959 <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsville, Virginia, <br />with Mayor John W. Shultz presiding, was held in the Council Chamber, City Hall, <br />Tuesday, Fe~ 24, 1959, at 7:30 P.M., the following members being present: <br />Mayor and Councilman John W. Shultz; Vice-Mayor and Councilman E. E. Stone; and <br /> <br />Councilmen Rives S. Brown, Jr., and Thomas J. Burch. Councilman C. C. Donavant was <br /> <br />absent. <br /> <br />After the invocation, Council approved as read the minutes of its regular meeting <br /> <br />held February 10, 1959. <br /> <br />Before taking up its regular order of business, Council heard from a group of citizens <br /> <br />residing on Crescent Street who asked that their petition for curb-and-gutter, as filed <br /> <br />~"i~ <br />~W <br />',!Ji <br /> <br />before the 1958-59 budget adoption, be included in the construction program in the <br /> <br />1959-60 budget. <br /> <br />Upon receipt of a re-draft of a proposed gas franchise, prepared as a result of the <br /> <br />recent conference between City officials and representatives of Southwestern Virginia <br /> <br />Company, Council indicated that it will meet informally in the near future to consider <br /> <br />this re-draft and other matters pertaining to a proposed gas franchise. <br /> <br />Council continued for further study a schedule of capital outlay projects, as recently <br /> <br />.presented by City Manager Hirst. <br /> <br />Council also continued for further study a report by City Manager Hirst on anticipated <br /> <br />financial effects of annexing territory requested in 1958 by petitioners living in the <br /> <br />Forest park-Druid Hills areas, should the court rule in favor of the petitioners. <br /> <br />As a result of the 1958 reappraisal and reassessment of local taxable real estate, <br /> <br />City Manager Hirst reported that a tax rate of $1.80-to-$1.85 per one hundred dollars <br />
