<br />2~ <br /> <br />TUESDAY <br /> <br />APRIL 1, 1958 <br /> <br />-- <br /> <br />A special meeting of Martinsville City Council, as called b;T the Council during its <br /> <br />regular meeting held Llarch 25, 1958 for the purpose of c onsidering and/or establishing <br /> <br />ways and means to finance the cost of phases of the proposed sewerage system improve- <br /> <br />ments program, was held in the Council Chamber, City Hall, Tuesday, April 1, 1958, at <br /> <br />7 :h5 P.M., with all members present, as follows: Eayor and Councilman John W. Shultz; <br /> <br />Vice-Mayor and Council1nan E. E. Stone; and Councilmen C. C. Donavant, B. H. Hill, and <br /> <br />J. R. Walker. <br /> <br />'" <br /> <br />City Manager Hirst, in reviewing portions of his recoTnendations made a part of the <br /> <br />March 25th meeting, informed the Council that the revised cost of detailed plans and <br /> <br />specifications for the entire sewerage system improvements is estimated at approximately <br /> <br />$14.5,000 agains t which a credit of 65% of the cost already paid for the consulting <br /> <br /><~......'. <br />~~ <br /> <br />OJ <br /> <br />engineers' preliminary report (65% of $11,705) will be made if the preparation of the <br /> <br />plans and specifications is carried out within four years from the date of the <br /> <br />preliminary report (Decerriber, 1957). Councilman Hill presented and read the following <br /> <br />prepared statement and moved for the adoption of his recol:1lTlendations therein; however, <br /> <br />lackiI1..g a second to the motion, no action was taken by the Council thereon: <br /> <br />TO: MAYOR AND MElmERS OF CITY COU~IL <br /> <br />,.- <br /> <br />After careful deliberation and prayer for the proper answer to the city's <br />present dilemma, I can..'1ot conscientiously support al1f additional taxation <br />unless the Council ca::-l concurrently pledge itself to a firm Sewage Disposal <br />Construction PrograJil with a planned completion date. <br />r honestly believe the majority of the citizens of lhlrtinsville realize the <br />need for a sewerage collection and disposal sJ~tem. <br />I also believe they depend upon and expect their City Council members to <br />study" this problem and, after giving it their best judgr:lent, to come up with <br />the most equitable solution. <br />After the facts have been gathered and given proper consideration, I <br />believe it becomes tho Council's duty to raise the necessary reverr~e to finance <br />the needs of the municipality. <br />During my term on this Council, I have become =_ncreasingly aware of the <br />desperate need for an adequate sewerage collection and disposal system. <br />Martinsville is the OI1~Y remaining cit,y, of first class, in the Commonwealth <br />of Virginia t.'lat has not plotted a course leading to the construction of such <br />a facility. <br />
