<br />:88 <br /> <br />APRIL 1, 1958 <br /> <br />TUESDAY <br /> <br />I cannot honestly make myself believe that our good citizens desire for <br />this city to be at the bottom of this list but I do believe that they can <br />rightfully expect you and me to do something now to correct this condition. <br />During the period of Councilfs deliberation on the proper action to take, <br />I have discussed the proposed "Seven Yearll program with several hundred <br />citizens. I th:!_nlc they represent a fair cross-scction sample of the entire <br />comrnunityfs thL'1king. These good citizens have been almost unanimous in <br />their beliei' that this construction program should not last longer than the <br />seven years proposed by our City Manager. <br />For the above reasons I recommend to Council a minimum sewer tax of <br />$2.50 per month for those citizens not presently served with sewer service <br />and $3.00 per month for those with sewer service. This mi.nimum charge would <br />apply to the utility bills with a c onsUT:lption of up to 9,000 gallons of <br />w2.ter nonthly. The SeYier tax for citizens cOn31..uning Dore t.han 9,000 gallons <br />monthly would on a ::;raduated sCf:de equal approxirI1ately 100;[ of the 1liater bill <br />for unsewered areas and 120% for sewered areas of the city. <br />This sewer tm: should become effective May 1, 1958, and a bond referendum <br />should be set for Hovenber, 1959. <br />Under this plan every building .within the city of Uartinsville, except <br />approximately ten homes that are geographically inaccessible, would be served <br />by a sewer line not later than May 1, 1962 and the Disposal Plant would be <br />completed and in operation not later than May 1, 1965. <br />I don't believe our city can wait longer than 1965 to complete this <br />program and expect to continue to maintain its ~)2.st reputation as uThe <br />Friendly City of Progressfl. <br />I implore each of you to give this proposal Y01.1.T careful consideration <br />and affirmative support. <br /> <br />Respectfully yours, <br />s/ B.
