~82 TUESDAY MARCH 25. 1958 The regular semi-monthly meeting of the Council of the City of Martinsville, Virginia, with Mayor John W. Shultz presiding, was held in the Council Chamber, City Hall, Tuesday, March 25, 1958 at 7:.30 P.M., all members being present, as follows: ~or and Councilman John W. Shultz; Vice-Mayor and Councilman E. E. stone; and Councilmen C. C. Donavant, B. H. Hill, and J. R. Walker. After the invocation, Council approved as read the minutes of its regular meeting held March 11, 1958. Upon motion, duly seconded, and unanimously carried, Council authorized City Manager Hirst to execute on behalf' of the City a contract with the Automatic Voting Machine Corporation, Jamestown, New York, for the purchase on a "purchase-rental agreement" basis of five automatic voting machines at $1,461.00 each, f.o.b. Jamestown. According to terms of the contract, a down-payment of one-tenth, or $7.30.50, shall be made and equal payments may be made each year during the next ten years, with interest of 4~ payable on unpaid balance each May 1 st, beginning May 1, 1959. Council, by a recorded and unanimous vote, transferred the sum of $7.30.50, plus $104.50 estimated freight costs, required for the initial payment from the General Fund's Reserve for Contingencies account to election expense accounts. Pursuant to Council's suggestion of March 11, 1958, the Imperial Building & Loan Association certified by letter dated March 19th that it has complied and is complying with Section 58-.37.3 of the State Code and is entitled to a local business license tax refund of $417.00 total for the years 1955-1956- 1957 (total license taxes paid of $567.00-$75.00 each of three years plus capital tax--whereas total license tax under paragraph 2 of Chapter .3 of City License Tax Code required $150.00, or $50.00 per year) whereupon Council ordered that the refund of said $417.00 be made.
