<br />186 <br /> <br />TUESDAY <br /> <br />AUGUST 13. 1957 <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsville, <br /> <br /> <br />Virginia, with Mayor John W. Shultz presiding, was held in the Council Chamber, <br /> <br /> <br />City Hall, on Tuesday, August 13, 1957, at 7:30 P.M., with all members being <br /> <br /> <br />present, as follows: Mayor and Councilman John W. Shultz; Vice-Mayor and <br /> <br />Councilman E. E. stone; and Councilmen Clarence C. Donavant, Bradford H. Hill, <br /> <br /> <br />and J. R. Walker. <br /> <br />After the invocation, Council approved as read the minutes of its regular <br /> <br />meetings held July 9, 1957 and July 23, 1957. <br /> <br />Members of the Martinsville Retail Merchants Association, Mr. Jack Zachary, <br /> <br /> <br />President, appeared before Council and cited the urgency of providing additional <br /> <br /> <br />downtown off-street parking facilities to replace the Chestnut Street parking <br /> <br /> <br />lot recently discontinued. While the Association representatives expressed the <br /> <br /> <br />opinion that the providing of such facilities is a municipal function, they also <br /> <br /> <br />expressed their willingness to assist and cooperate with the City in its efforts <br /> <br /> <br />to provide such facilities. Council, thereupon, empowered Mayor Shultz to <br /> <br /> <br />appoint a special committee, consisting of representatives from the merchants, <br /> <br /> <br />the City government, and other interested person (suggested total membership <br /> <br /> <br />of nine), to investigate ways and means of providing additional off-street <br /> <br /> <br />parking facilities. <br /> <br />In response to a request of members of the Richardson family, owners of the <br /> <br /> <br />Chestnut Street property on which the City operated a metered parking lot <br /> <br /> <br />for five years ended July 3, 1957, Council agreed to meet with these members <br /> <br />to view a strip of land fronting on the east side of College street, adjacent <br /> <br />to the former parking lot area, ownership of which is being claimed by the <br /> <br /> <br />Richardsons. <br />
