186 TUESDAY AUGUST 13. 1957 The regular semi-monthly meeting of the Council of the City of Martinsville, Virginia, with Mayor John W. Shultz presiding, was held in the Council Chamber, City Hall, on Tuesday, August 13, 1957, at 7:30 P.M., with all members being present, as follows: Mayor and Councilman John W. Shultz; Vice-Mayor and Councilman E. E. stone; and Councilmen Clarence C. Donavant, Bradford H. Hill, and J. R. Walker. After the invocation, Council approved as read the minutes of its regular meetings held July 9, 1957 and July 23, 1957. Members of the Martinsville Retail Merchants Association, Mr. Jack Zachary, President, appeared before Council and cited the urgency of providing additional downtown off-street parking facilities to replace the Chestnut Street parking lot recently discontinued. While the Association representatives expressed the opinion that the providing of such facilities is a municipal function, they also expressed their willingness to assist and cooperate with the City in its efforts to provide such facilities. Council, thereupon, empowered Mayor Shultz to appoint a special committee, consisting of representatives from the merchants, the City government, and other interested person (suggested total membership of nine), to investigate ways and means of providing additional off-street parking facilities. In response to a request of members of the Richardson family, owners of the Chestnut Street property on which the City operated a metered parking lot for five years ended July 3, 1957, Council agreed to meet with these members to view a strip of land fronting on the east side of College street, adjacent to the former parking lot area, ownership of which is being claimed by the Richardsons.
