<br />3j <br /> <br />TUESDAY <br /> <br />JUNE 6. 1961 <br /> <br />A. special and duly-called meeting of the Council of the City of Martinsville, <br /> <br />Virginia, for the purpose of conducting a public hearing on a proposed budget <br /> <br />for the City for the fiscal year ending Jlune 30, 1962, and for the purpose of <br /> <br />considering and acting upon a proposed telephone franchise ordinance, was <br /> <br />held in the Council Chamber, City Hall, Tuesday, June 6, 1961, at 7:30 P.M., <br /> <br />with all members of Council present, viz., Mayor and Councilmen J. Frank Wilson; <br /> <br />,--. <br /> <br />Vice-Hayor and Councilman Fred T. Renick; and Councilmen Thomas J. Burch, <br /> <br />E. E. Stone, and Harry L. Boaz. <br /> <br />After the invocation, l~yor Wilson stated the purposes of this special meeting <br /> <br />and, after receiving a brief review and slUl'llUary from City Manager llirst of the <br /> <br />proposed budget, invited inquiries and expressions from citizens present. At <br /> <br />the conclusion of the public hearing, Council continued the entire budget for <br /> <br />further study but, upon motion (duly seconded and unanimously carried), adopted <br /> <br />for certification to the State Department of Health and for inclusion in the <br /> <br />final budget that item of armropriation as the City's share of the cost of <br /> <br />operating the joint City-County }~alth Department for the fiscal year ending <br /> <br />June 30, 1962. <br /> <br />Upon motion, duly seconded and unanimously carried, Council adopted the <br /> <br />following telephone franchise ordinance and called for duly-advertised <br /> <br />invitation for bids thereon: <br /> <br />AIl: ORDINANCE <br /> <br />TO PROJ'IDE FCR THE GRANTING BY THE CITY OF MARTINSVILIE, V IRG IJ'1IA , TO <br />A PERSON OR PERSONS OR TO A CCRPCRATION, !JEREINAFTER TO BE ASCERTAINED, <br />IN THE MODE PRESCRIBED BY IAvl, TTIE: RIGIIT, FOR THE TERH AND UPON THE <br />CONDITIOl'B HEREIN STATED, TO USE THE STREEI'S, ALLEYS .4.ND PlJBLIC PIACES <br />TO ERECT, CONSTRUCT, OPERATE AND HAINTAIN A TELEPHONE SYSTEM MiD TO <br />Cor'STRUCT, INSTALL AND EAINTAIN TELEPEONE LINES, CONDUITS MID <br />APPTJRTENANCES NECESSARY TO THE SALE Al'ID DISTRIBl1rrON OF TELEPHONE <br />SERVICE IN AND ALONG TIlE STREETS; ALIEYS AND OTHER PUBLIC PLACES IN <br />THE CITY CF MA.,.'t{TINSVI ILE, VIRGINIA; ESTABLJSHING CONDITIONS CONTROLLING <br />THE SAIE MID DISTRIBUTION OF TELEPHONE SERVICE; AND m:GUUTTI'TG THE <br /> <br />MANNER OF USING THE STREETS, ALLEYS AND PUBLIC WAYS. <br />
