Frank

Viilson presidine, was held in the Council Chamber, City Hall, Thursday, February 16,

1961, at 7:15 P.M., and vlith all members being present, viz., Mayor and Councilman

J. Frank 'Nilson; Vice-Mayor and Councilman Fred T. Renick; and COlillcilmen Thomas J.

BUY'ch, E. E. stone, and Harr-.f L. Boaz.

--

After the invocation, C01illcil approved as read the minutes of its regular meetine

held January 24, 1961.

In co:r>.sidering the petition submitted at Council's Jm U3r'J 24th meeting for a

temporary "business" rezoning of the Jones Estate property at 320 East Church street,

Council received and unanimously accepted the following report and recommendation

(dated February 10, 1961) of the Planning Commission, thus denying said petition:

The Planning Commission, at its meeting on February 7, 1961, considered a
peti tion referred to them by Council. This petition was i'or the rezoning
from A-I Residential to B-1 Business of property rnvTled by the L. P. Jones
Estc:.te on the south SideJ of East Church Street nea:;:> the Martinsville
Library.

The Commission, ai'ter (he consideration of trle petition, voted unanimously
to make the follovlin[. recommendation to Council: That the petition be
denied.

The Commission in makin~; its decision, considered the follovdng:

1. That there was no objection to the use plan for the property in
q:;cstion, hrnyever the Commission has no assurance that the property
will not, in tIle future, be put to its maximum us age 1mder the
present B-1 zoning classification.
2. That in accordance .with future planning for the City, it is the
desire of the Cor:ilni~)sion that heavy commercial business not extend
in a easterly direc:.ion beyond its present l:L'11itations at this time.

,-

Your Planning Conun3sion is hopeful that the proposed new zoning ordinance
may be presented to Cou:1cil at an early date and that this ordinance may,
upon adoption, provide more flexibility under which a petition of this
nature can be cons idered.

We respectfully submit the above recommendation for Council's further
consideration.
