Ramsey and Sam Baldwin appeared before Council in protest of a charge <br /> <br />rendered May 31, 1960 aGainst their Ramsey-Baldwin Corporation for cost of a sewer <br /> <br />line constructed by the City at their propervJ on the east side of Fayette Street <br /> <br />at the intersection of Memorial Boulevard and West ChllI'ch Street, claiming that the <br /> <br />charge of $1,260.71 was not in keeping with the (est~.ted) cost of approximately <br /> <br />$950.00 assured them prior to the beginning of the project. Council pointed out <br /> <br />that the City could not make a IIflatll charge based on an estimate and, further, that <br /> <br />the Ramsey-Baldwin Corporation had agreed to pay for the cost of the line, one of the <br /> <br />conditions upon V'mich Council's other actions relating to the development of this <br /> <br />pro]18c'ty were predicated; thus, Council ctetermined that the Ramsey-Baldwin Corporation <br /> <br />should pay the bill as rendered, 2l1d Vii thin a reasonable time limit from date of this <br /> <br />meeting. <br /> <br />C:Uy l,!anager Hirst informed Council that two independent appraisals by consulting <br /> <br />enr~neGrs have confirmed the valuation of $40,201.00 placed by the Appalachian Power <br /> <br />Company--claimed by Appalccchian as depreciated valuation at December 31, 1960--on <br /> <br />Appalachian IS electric systom faciE ties in the area annexed to the City 2.3 of <br /> <br />January 1, 1960; .whereupon, Council lmanimously directed City l.Canager Hirst to relay <br /> <br />in writing to Appalachian officials Council's offer to pl..1J~chase Appahchian's <br /> <br />facilities in the annexed area at the sum of $40,201.00, Council reiterating its <br /> <br />expressed intention of acquiring these facilities without further delay. <br /> <br />C ~-t.y 1'1anager Hirst reported that Mr. Rives S.
