Frank Wilson presiding, was held in the Coumil Chamber, <br /> <br />City Hall, Tuesday, September D, 1960, at 7:15 P.M., am with all members <br /> <br />present, viz., Mayor and Courx::ilman J. Frank Wilson; Vice-Mayor and Councilman <br /> <br />Fred T. Renick; and Counci1men Thomas J. Burch, E. E. Stone, ani Harry L. Boaz. <br /> <br />After the invocation, C oumil approved as read the minutes of its regular meeting <br /> <br /> <br />of August 23, 1960, deferring the reading of minutes of subsequent special <br /> <br /> <br />meetings until a later date. <br /> <br />City Manager Hirst inforned Courx::il that a new contract or agreement--between the <br /> <br /> <br />City and the Martinsville Airport Development Corporation--has been prepared for <br /> <br /> <br />the airport group's consideration, which contract provides an annual rental of <br /> <br /> <br />$500.00 am, further, II' ovides for the assigning of the contract to the purchaser <br /> <br /> <br />of the airport si te in the event the property is sold. City Manager Hirst also <br /> <br /> <br />informed Council that plans for offeri~ the property for sale are in process. <br /> <br />Representatives of the Martinsville Go-Kart Club appeared before Coureil and <br /> <br /> <br />reviewed their efforts tovmrds abating noises created by their vehic les. Several <br /> <br /> <br />complainants were also present, noti~ that sane improvement has been observed <br /> <br /> <br />through a change in the activity schedule of the Go-Kart Club. <br /> <br />City Manager Hirst presented a draft of a proposed agreement between the City of <br /> <br /> <br />Martinsville and Mr. J. Ben Davis and his associates, which agreement set forth <br /> <br /> <br />conditions upon which the Davis property developm:mt on ROt.cte 220 South (south <br /> <br />of the City's south corporate limits) would be permitted to connect to the City's <br /> <br /> <br />sewerage system. Also presented was the following report and recoImllendation of <br /> <br />the Planning Commission: <br />
