16 TUESDAY MAY 12, 1959 The regular semi-monthly meeting of the Council of the City of Martinsville, Vir~inia, with Vice-Mayor Stone presiding in the absence of Mayor Shultz, was held in the Coumil Chamber, City Hall, Tuesday, May J2, 1959, at 6:30 P.M., all members being present with the exception of Mayor and Coumilman John W. Shultz, viz., Vice-Mayor and Councilman E. E. stone; and Councilmen R. S. Brmm, Jr., Thomas J. Burch, and Clarence C. Donavant. After the invocation, Council approved as read the minutes of its meeting held May 5, 1959. After again considering the rezoning petition recently submitted by S. Arthur Hooker Sales, Inc., through Attorney M. Harrison Joyce, and being advised by City Attorney Taylor of recent General Assembly legislation relating to the operation of private schools--one of the expressed purposes of the petitioner for requesting the rezoning of petitioner's property on Brovm Street--wherein local zoning and other restrictions may be by-passed by the State Board of Education, Council denied the petitioner's request. After receiving fro:r.l Attorney Frank 1. Richardson, Jr., counsel for Irving W. Ramsey, petitioner, the following amended notice and petition requesting the closing of a portion of Zee Streot (between Jefferson Circle east and west), Council appointed Messrs. J. R. Walker, 1. M. Groves, Sr., and J. R.
