<br />L2 <br /> <br />TUESDAY <br /> <br />MAY 5. 195Q <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsville, Virginia, <br /> <br />with JvRyor John W. Shultz presiding, was held in the Council Chamber, City Hall, <br /> <br />Tuesday, JvRy 5, 1959, at 7:30 P.M. This meeting was originally scheduled for April <br /> <br />28, 1959, but postponed to JvRy 5th because of the City JvRnager's illness. All <br /> <br />members of Council were present, viz., Hayor John W. Shultz, Vice-JvRyor E. E. Stone, <br /> <br />Rives S. Brown, Jr., Thomas J. Burch, and Clarence C. Donavant. <br /> <br />After the invocation, Council approved as read the minutes of its regular meeting <br /> <br />held April 14, 1959. <br /> <br />Mr. S. Arthur Hooker and his counsel, Attorney M. Harrison Joyce, appeared before <br /> <br />Council and reviewed their petition and supporting argtunent in connection with their <br /> <br />requested rezoni!1...g to "B-1 Business" that property on Brown Street and Mulberry <br /> <br />Street Extension owned by Arthur Hooker Sales, Inc., which requested rezoning the <br /> <br />Planning Commission on ~nrch 24, 1959 recommended against. The petitioner, appearing <br /> <br />in appeal from the Planning Commission's recommendation, indicated that his plans <br /> <br />would provide for the operation of a private school on the property. Council took <br /> <br />the matter under advisement for discussion at its forthcoming JvRy 12th meeting. <br /> <br />Although reminded by City Manager Hirst of the effect of a proposed reduction in <br /> <br />local license taxes assessed against manufacturing operations--the financial effect <br /> <br />on City budgets, the danger in arbitrarily establishing rates or departing from <br /> <br />established findjngs--Council amended its Business & Professional License Tax <br /> <br />Ordinance by establishing a rate of ten cents (1 Or) per one hundred dollars of gross <br /> <br />receipts on manufacturers, processors, etc., effecti ve May 1, 1959, through the <br /> <br />following ordinance: <br /> <br />BE IT RESOLVED by theCouncil of the City of Martinsville, Virginia, <br />in meeting assembled this fifth day of May, 1959, that the City's <br />License Tax Ordinance (1949, and as amended) be amended to provide <br />that maxtufacturing operations and all other businesses classified <br />
