<br />TUESDAY <br /> <br />APRIL Jd:~, 1959 <br /> <br />- <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsville, <br /> <br />Virginia, with Mayor John VI. Shultz presiding, was held in the Coum il Chamber, <br /> <br />City Hall, Tuesday, April 17, 1959, beginning at 7 :30 P.M. The following members <br /> <br />were present: Mayor and Councilman John W. Shultz; Vice-Mayor and Coumilman <br /> <br />E. E. stone; and Councilmen Thomas J. Burch and Clarence C. Donavant. The other <br /> <br />member, Councilman Rives S. Brown, Jr., was absent because of illness in his <br /> <br />,;-- <br /> <br />family. <br /> <br />In considering the C ity1s business and professional license tax structure, <br /> <br />Councn granted the request of lNestfall Theaters for permission (of theaters in <br /> <br />Martimville) to pay their local business license taxes on a quarterly basis, <br /> <br />beginning May 1, 1959. Council also amended its business and professional <br /> <br />license tax ordinance, effective May 1, 1959, to reclassify laundries and dry <br /> <br />cleaners as llbusiness servicell occupations. Council received through City <br /> <br />Manager Hirst a schedule of license tax rates imposed by other Virginia cities <br /> <br />on manufacturing operations during the past several years. <br /> <br />Council took no action on the matter of destroying large trees which interfere <br /> <br />or could interfere with City utility lines. This matter was carried forward. <br /> <br />After reviewing a sunnnary of bids received April 10, 1959 for purchase of the <br /> <br />City's "Poorhouse Farm" and nSmith Lake" properties, Council termed them not <br /> <br />acceptable and rejected all such bids. <br /> <br />In connection with a similar resolution recently adopted by the Stafford County <br /> <br />Board of Supervisors, Council adopted the following resolution indicating its <br /> <br />concern with the possibility of State highway funds being insufficient for the <br /> <br />". ^~,.,--_._,--"'....... <br />
