<br />4r <br /> <br />TUESDAY <br /> <br />SEPTEMBER 28, 1965 <br /> <br />~ <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsville, <br /> <br />Virginia, with Mayor J. Frank Wilson presiding, was held Tuesday, September <br /> <br />28, 1965, in the Council Chamber, City Hall, Beginning at 7:30 P.M., all members <br /> <br />being present, viz., Mayor J. Frank Wilson; Vice-Mayor Fred T. Renick, M.D.; <br /> <br />Harry L. Boaz; Thomas J. Burch; and E. E. Stone. <br /> <br />After the invocation, Council approved as recorded the minutes of its regular <br /> <br />meeting held September 7, 1965. <br /> <br />Reflecting certain policy decisions rendered by Council during special meeting <br /> <br />held September 2, 1965, City Manager Hirst presented a revised draft of a <br /> <br />proposed CATV franchise ordinance, which incorporated certain proposed operating <br /> <br />procedures and provided for pole attachment agreements with other utility systems. <br /> <br />Council acknowledged receipt of a letter from Attorney Stephen D. Martin in <br /> <br /> <br />behalf of Booth Broadcasting Company and, also, informal notice of application <br /> <br /> <br />filed by Lee Telephone Company with the State Corporation Commission for a General <br /> <br />Exchange Tariff to establish rates and regulations governing installation by <br /> <br />applicant of CATV cable, should applicant choose to install such cable as transmission <br /> <br />cable agent for a CATV franchise grantee. Council, too, acknowledged comments by <br /> <br />Mr. C. Harry Anglin--and his attorney, Mr. William F. Stone--who objected to <br /> <br />limiting a CATV franchise to not more than ten years and to the proposal that the <br /> <br />City would reserve the right to acquire a CATV facility under cited conditions; <br /> <br />and, further, to a form of monopoly which might be created if other utility systems <br /> <br />are reserved the right to serve as transmission cable agent. Mr. William Lawless <br /> <br />also appeared before Council in further representation of interests previously <br /> <br />recorded in Council's minutes. Meanwhile, Council indicated that it would continue <br /> <br />the matter of CATV for further study and consideration. <br />
