<br />~52 <br /> <br />TUESDAY <br /> <br />SEPTEMBER 28, 1965 <br /> <br />By report dated September 27, 1965, the Planning Commission informed Council <br /> <br />of its consideration of the petition of Mr. Robert L. Whitener, Jr., referred <br /> <br /> <br />by Council to the Commission on July 27, 1965, and requesting amendments and <br /> <br /> <br />variances in the City's Zoning Code--as well as a special-use permit--to allow <br /> <br /> <br />the installation and operation of a trailer court on Mr. Whitener's property <br /> <br />at the south end of Sellers Street. The Commission recommended that Mr. <br /> <br />Whitener's petition be denied, for reasons set forth in the Commission's <br /> <br />report. Council acceded to Mr. Whitener's September 28th telephone request <br /> <br />that action be deferred pending his appearing before Council at an early date. <br /> <br />Council unanimously accepted--and approved for execution by City Manager <br /> <br />Hirst, on behalf of the City--an easement agreement with Commercial Properties, <br /> <br />Inc., providing for right-of-way for a ten-inch water main into the Patrick <br /> <br />Henry Mall and the maintenance of said main. <br /> <br />City }~nager Hirst informed Council that the block of Lester Street, between <br /> <br />Church and Main Streets, has been widened and re-paved and now provides for <br /> <br />four lanes of traffic in keeping with the over-all thoroughfare program. <br /> <br />City Manager Hirst also informed Council that several conferences have been <br /> <br />held with officials of Appalachian Power Company toward acquiring Appalachian's <br /> <br />electric distribution facilities within the area annexed to the City as of <br /> <br /> <br />January 1, 1965 and that this matter is still pending inasmuch as Appalachian <br /> <br />does not wish to dispose of its facilities and customers within this area. <br /> <br />Pursuant to the City Manager's suggestion, Council agreed to inspect a water <br /> <br />drainage situation along Brookdale Street which has been adversely affected <br /> <br />by surface water flow from the Patrick Henry Mall, with the Manager pointing <br /> <br />out to Council that any active participation by the City toward providing <br />
