<br />44 <br /> <br />SEPTEMBER 2. 1965 <br /> <br />THURSDAY <br /> <br />.- <br /> <br />A special and duly-called meeting of the Council of the City of Martinsville, <br /> <br /> <br />Virginia, with Mayor J. Yrank Wilson presiding, was held Thursday, September 2, <br /> <br /> <br />1965, beginning at 1 :00 P.M., in the Council Chamber, City Hall, for the <br /> <br /> <br />purpose of considering further certain policy matters relating to a proposed <br /> <br />CATV franchise, should Council decide to advertise such a franchise for bids. <br /> <br />With the exception of Councilman E. E. Stone, who was absent because of illness, <br /> <br />all members of Council were present, viz., Mayor J. Frank Wilson; Vice-Mayor <br /> <br />F. T. Renick, M.D.; Thomas J. Burch; and Harry L. Boaz. <br /> <br />.....-.' <br /> <br />After the invocation and the stating of the purpose of this special meeting, <br /> <br />Council acknowledged receipt of the following written communications: <br /> <br /> <br />1. Womack Radio & Supply Co., Inc., Martinsville, Virginia - <br /> <br /> <br />recommending the activating of a llcitizensll study committee, whose <br /> <br /> <br />purpose would be to determine the need for CATV service in <br /> <br />Martinsville; <br />2. F. O. Carver, Jr., Director of Public Relations for Stations WSJS, <br /> <br /> <br />Winston-Salem, N. C. - stating that (a) the Federal Communications <br /> <br /> <br />Commission now has the entire question of CATV regulation under <br /> <br /> <br />study and that the FCC has suggested that local franchising authorities <br /> <br />give due regard to this fact, and (b) the National League of Cities <br /> <br />has recommended the postponing of action on granting CATV franchises; <br /> <br />further, in view of these two points, that City Council postpone <br /> <br />action on CATV; and <br /> <br />3. William F. Stone, Attorney at Law, on behalf of Mr. C. Harry Anglin <br /> <br />and his franchise proposal, urging Council to revise and/or amend <br /> <br />certain portions of the proposed franchise ordinance, especially <br /> <br />those sections covering "non-exclusivenessll and llacquisitionll. <br />
