4~ TUESDAY JULY 27, 1965 ,- The regular semi-monthly meeting of the Council of the City of Martinsville, Virginia, with Mayor J. Frank Wilson presiding, was held Tuesday, July 27, 1965, beginning at 7:30 P.M., in the Council Chamber, City Hall. With the exception of Councilman Thomas J. Burch (who was out of town), all members of Council were present, viz., Mayor J. Frank Wilson; Dr. F. T. Renick, Vice-Mayor; Harry L. Boaz; and E. E. Stone. .- After the invocation, Council approved as recorded the minutes of its regular meeting held July 13, 1965. ... City Manager Hirst reported to Council that, as a result of July 23rd conferences with a representative of the Federal Office of Economic Opportunity, the Federal Government has approved the local educational "Head Start" program, with minor revisions, as initially sponsored by the City School Board and as subsequently organized and operated--upon the withdrawal of the School Board as sponsor and upon the withdrawal on July 13th by the City of Martinsville as contracting agency--by the Martinsville-Henry County Woman's Club under the name IIPre-School Workshop". In view of these developments and the understanding that the Woman's Club would discontinue its sponsorship simultaneous with the re-entry by the City, Council rescinded its "withdrawaJi' action of July 13th and, thus, authorized the operation of the "Head Startll program now approved by the Federal Government. In so doing, members of Council (individually and collectively) commended the Woman's Club for its concern for the welfare of pre-school children and for its initiative in organizing and operating the workshop program, all without governmental aid.
