<br />4~ <br /> <br />TUESDAY <br /> <br />JULY 27, 1965 <br /> <br />,- <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsville, <br /> <br /> <br />Virginia, with Mayor J. Frank Wilson presiding, was held Tuesday, July 27, 1965, <br /> <br /> <br />beginning at 7:30 P.M., in the Council Chamber, City Hall. With the exception <br /> <br />of Councilman Thomas J. Burch (who was out of town), all members of Council <br /> <br /> <br />were present, viz., Mayor J. Frank Wilson; Dr. F. T. Renick, Vice-Mayor; <br /> <br />Harry L. Boaz; and E. E. Stone. <br /> <br />.- <br /> <br />After the invocation, Council approved as recorded the minutes of its regular <br /> <br />meeting held July 13, 1965. <br /> <br />... <br /> <br />City Manager Hirst reported to Council that, as a result of July 23rd <br /> <br />conferences with a representative of the Federal Office of Economic Opportunity, <br /> <br />the Federal Government has approved the local educational "Head Start" program, <br /> <br />with minor revisions, as initially sponsored by the City School Board and as <br /> <br />subsequently organized and operated--upon the withdrawal of the School Board <br /> <br /> <br />as sponsor and upon the withdrawal on July 13th by the City of Martinsville as <br /> <br /> <br />contracting agency--by the Martinsville-Henry County Woman's Club under the <br /> <br /> <br />name IIPre-School Workshop". In view of these developments and the understanding <br /> <br />that the Woman's Club would discontinue its sponsorship simultaneous with the <br /> <br />re-entry by the City, Council rescinded its "withdrawaJi' action of July 13th <br /> <br />and, thus, authorized the operation of the "Head Startll program now approved <br /> <br />by the Federal Government. In so doing, members of Council (individually and <br /> <br />collectively) commended the Woman's Club for its concern for the welfare of <br /> <br />pre-school children and for its initiative in organizing and operating the <br /> <br />workshop program, all without governmental aid. <br /> <br />".,.--- <br /> <br />",- <br /> <br />City Manager Hirst presented a tentative draft of a proposed CATV franchise, <br /> <br />calling to Council's attention certain salient points requiring policy decisions <br />
