3f TUESDAY -- FEBRUARY 23, 1965 ,~ The regular semi-monthly meeting of the Council of the City of Martinsville, Virginia, with Mayor J. Frank Wilson presiding, was held Tuesday, February 23, 1965, beginning at 7:30 P.M., in the Council Chamber, City Hall, with all members being present--with the exception of Dr. Fred T. Renick, who was absent because of illness--as follows: Mayor J. Frank Wilson; Hary L. Boaz; Thomas J. Burch; and E. E. Stone. - After the invocation, Council approved as recorded the minutes of its regular meeting held February 9, 1965. Pursuant to duly-advertised public notice, Council conducted public hearings on the following individual proposals: (1) To zone that area annexed to the City as of January 1, 1965, in accordance with the Planning Commission's recommendation dated January 26, 1965; (2) To rezone from "R-9 Hesidential" to "P-1 Professional" that property located at 412 East Church Street, owned by Dr. F. T. 11.enick; (J) To perIni t "personal service" occupations in a "P-2 Professional" district and to permit music studios and dance studios in a "C-2 Commercial" district; and (4) To rezone from "R-6 Residential" to "P-2 Professional" those properties known as the Burch property and the J. W. Townes property, located at 305 East Church street and 307 East Church Street, respectively. No opposition to any of these proposals was registered with Counci~ however, Attorney M. Harrison Joyce, representing residents of Scuffle Hill, asked for-and received--confirmation of the terms agreed to by Mr. & Mrs. Robert K. Kitson, as cited in Council1s minutes of January 26, 1965, in connection with the Townes property at 307 East Church Street, now owned by the Kitsons. Upon separate
