3: TUESDAY OCTOBER 13. 1964 - The regular semi-monthly meeting of the Council of the City of Martinsville, Virginia, with Mayor J. Frank Wilson presiding, was held in the Council Chamber, City Hall, Tuesday, October 13, 1964, beginning at 7:00 P.M., all members of Council being present, viz., Mayor J. Frank Wilson; Vice-Mayor Fred T. Renick; Thomas J. Burch; Harry L. Boaz; and E. E. 'Stone. ~,,'- After the invocation, Council approved as recorded the minutes of its regular meeting held September 17, '1964, and of its special meeting held October 1, 1964. In connection with a recent request filed by Mr. Leonard 101. Hurrell, for permission to use his property on Moss Street--presently zoned "residential"-- as a dent8,1 laboratory, which request was referred to the Planning Commission, the Commission by written report recommended (1) that a category permitting dental processing laboratories be placed in the "P-2 ProfessionaJII classifi- cation in the City's Zoning Ordinance and (2) that Mr. Hurrell be granted a special use permit as established in Section 8, Paragraph 5 of said ordinance, inasmuch as currently there is no zoning classification in the Zoning Ordinance with which Mr. Hurrell's laboratory might be clearly identified. Upon motion, the Council unanimously accepted the Commission's recommendation and called for a duly-advertised public hearing, on the recommended Zoning Ordinance amendment, to be held at Council's regular meeting scheduled for November 10, 1964, at which time Council will determine whether sufficient off-street parking is to be provided by Mr. Hurrell for his dental laboratory operation.
