<br />~32 <br /> <br />TUESDAY <br /> <br />FEBRUARY 25, 1964 <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsville, <br /> <br />Virginia, with Mayor J. Frank Wilson presiding, was held in the Council Chamber, <br /> <br /> <br />City Hall, Tuesday, February 25, 1964, beginning at 7:30 P. M., all members <br /> <br /> <br />being present, viz., Mayor J. Frank Wilson; Vice-Mayor Fred T. Renick, M.D.; <br /> <br /> <br />Harry L. Boaz; Thomas J. Burch; and E. E. Stone. <br /> <br />After the invocation, Council approved as recorded the minutes of its regular <br /> <br />meeting held February 11, 1964. <br /> <br />City Manager Hirst reviewed with Council and other interested persons present <br /> <br />certain recommended revisions of the tlsign" section of the proposed new Zoning <br /> <br />Code prepared by the Planning Commission, particularly with reference to <br /> <br /> <br />(a) retail gasoline pump set-backs; (b) building set-backs for multi-family <br /> <br /> <br />dwellings in the commercial tldowntown" area; and (c) accessory and non-accessory <br /> <br /> <br />signs. Repre~3entatives of several sign manufacturers appeared before Council and <br /> <br />registered their objections to portions of the recommended revisions relating <br /> <br />to accessory and non-accessory sign requirements. In addition, representatives <br /> <br />of several local garden clubs appeared before Council and urged Council to restrict <br /> <br />and/or prohibit outdoor signs generally known as "billboards". Council continued <br /> <br />the proposed Zoning Code for further consideration. <br /> <br />City Manager Hirst reported that he has notified the Henry County Board of <br /> <br /> <br />Supervisors of Council's approval of a radio-interchange arrangement between the <br /> <br /> <br />City's Police Department and the Henry County Sheriff's office, referred to in <br /> <br />Council's minutes of February 11, 1964. <br /> <br />A Board of Viewers, composed of Messrs. Whitney Shumate, J. E. Jones, and R. A. <br /> <br />Henderson, Jr., appointed by Mayor Wilson under authority granted by Council on <br /> <br />February 11, 1964, to proceed under Section 15-766 of the CODE OF VIRGINIA, 1950, <br /> <br />and as I'1mended, with respect to the alley-closing petition submitted by Attorney <br />
