<br />The regular semi-monthly meeting of the Council of the City of Martinsville,
<br />
<br />Virginia, with Mayor J. Frank Wilson presiding, was held in the Council Chamber,
<br />
<br />City Hall, Tuesday, January 28, 1964, beginning at 7:30 P.M., all members of
<br />
<br />Council being present, viz., Mayor J. Frank Wilson; Dr. Fred T. Renick, Vice-
<br />
<br />Mayor; Harry I" Boaz; Thomas J. Burch; and E. E. Stone.
<br />
<br />After the invocation, Council approved as recorded the minutes of its special
<br />
<br />meeting held J.anuary 13, 1964, and of its regular meeting held January 14, 1964.
<br />
<br />In connection with the special meeting conducted by Council on January 13, 1964,
<br />
<br />following the death on January 12, 1964, of William Russell Shumate, Council
<br />
<br />adopted the following resolution of appreciation of his many years of faithful
<br />
<br />and efficient service as Treasurer and in sympathy to his family in this loss:
<br />
<br />RESOLVED, That in behalf of the citizens of Martinsville, the Council
<br />of the CIi.ty of Martinsville hereby records this expression in tribute
<br />to the memory of William Russell Shumate, who faithfully and efficiently
<br />served his fellow-citizens as City Treasurer from September 1, 1920, to
<br />January 12, 1964, and whose death on January 12, 1964, brought sorrow to
<br />the hearts of a multitude of friends.
<br />
<br />The Council gratefully recognizes that his was a sterling characted,
<br />reflecting at all times a gentlemanly demeanor, a conscientious sense
<br />of duty to his office and to the public, true unselfishness, genuine
<br />kindness and understanding, and a wholesome good-fellowship.
<br />
<br />The Council mourns the loss of this belover associate and public servant
<br />and, further, to his family and loved ones the Council extends its sincere
<br />sympathy and heartfelt condolence.
<br />
<br />Also in connection with the special meeting of January 13th, in which Council
<br />
<br />authorized the conducting of the required audit of the late Mr. Shumate1s accounts
<br />
<br />and records as Treasurer, Council was informed by the firm of William Z. Ford, CPA,
<br />
<br />that the IIturnoverll audit has been essentially completed and that by appropriate
<br />
<br />receipts the transfer of the late Treasurer's accounts and records have been made
<br />
<br />to Mr. John W. Bouldin, Jr., who was appointed Treasurer by Circuit Court Judge
<br />
<br />John D. Hooker on January 15, 1964, for the unexpired term ending December 31, 1965.
