<br />2~ <br /> <br />TUESDAY <br /> <br />JANUARY 28, 1964 <br /> <br />Council was informed, too, that Mr. Bouldin qualified for this position on January <br /> <br />15, 1964, as certified by the Martinsville City Circuit Court, and that the following <br /> <br />certified copy of the Circuit Court Judge1s order of appointment has been duly filed <br /> <br />with the City: <br /> <br />In the Clerk's Office of the Circuit Court for the City of Martinsville, <br />this the 15th day of January, 1964. <br /> <br />RE: APPOINTMENT OF JOHN W. BOULDIN AS TREASURER OF THE CITY OF MARTINSVILLE. <br /> <br />It appearing th~the office of Treasurer of the City of Martinsville is vacant <br />by reason of the death of Willia~ Russell Shumate. <br /> <br />It is thereford ordered that John W. Bouldir be and he is hereby appointed <br />Treasurer of the City of Martinsville, Virginia for the unexpired term of the <br />said William Russell Shwnate, and he shall be vested with all and the same <br />authority, shall perform the same duties, assume the same responsibilities, <br />and shall receive the same compensation therefor. <br /> <br />Said term to commence upon his qualification before the Clerk of this Court <br />by taking and subscribing the oath as prescribed by law and entering into <br />acknowledging bond in the penalty of One Hundred Thousand, ($100,000.00) <br />Dollars, payable to the COTI@onwealth of Virginia with the Aetna Casualty and <br />Surety Company as surety conditioned according to law, and One Hundred Thirty <br />Thousand, ($130,000.00) Dollars payable to the City of Martinsville, Virginia <br />with the Hartford Accident and Indemnity Company as surety conditioned <br />according to law. <br /> <br />The Clerk of this Court shall enter the foregoing order on this the 15th <br />day of January 1964, and shall forthwith certify the same to the Council of <br />the City of Martinsville and to the Chairman of the Compensation Board of <br />the Commonwealth of Virginia. <br /> <br />,......- <br /> <br />Pursuant to the auditing firm's recommendations and instructions, to provide for the <br /> <br />transfer of records and accounts to the new Treasurer, Council <br /> <br />(1) approved of (and continued) the depositories of City funds and <br />authorized notice to these depositories to accept the signature <br />of the incoming Treasurer (Mr. Bouldin) on checks issued <br />January 13, 1964, and thereafter; <br /> <br />(2) authorized notice to the depositories to accept, against City funds <br />on deposit, checks bearing the signature of the late William R. <br />Shwnate which might be received by the banks after January 12, 1964, <br />as per the audited list of outstanding checks; <br /> <br />(3) directed the re-execution of escrow agreements, between the incoming <br />Treasurer and the depol3i tories; <br /> <br />(4) authorized the banks to forward cancelled checks and bank statements <br />on City accounts to the incoming Treasurer; <br />
