2~ TUESDAY JANUARY 28, 1964 Council was informed, too, that Mr. Bouldin qualified for this position on January 15, 1964, as certified by the Martinsville City Circuit Court, and that the following certified copy of the Circuit Court Judge1s order of appointment has been duly filed with the City: In the Clerk's Office of the Circuit Court for the City of Martinsville, this the 15th day of January, 1964. RE: APPOINTMENT OF JOHN W. BOULDIN AS TREASURER OF THE CITY OF MARTINSVILLE. It appearing th~the office of Treasurer of the City of Martinsville is vacant by reason of the death of Willia~ Russell Shumate. It is thereford ordered that John W. Bouldir be and he is hereby appointed Treasurer of the City of Martinsville, Virginia for the unexpired term of the said William Russell Shwnate, and he shall be vested with all and the same authority, shall perform the same duties, assume the same responsibilities, and shall receive the same compensation therefor. Said term to commence upon his qualification before the Clerk of this Court by taking and subscribing the oath as prescribed by law and entering into acknowledging bond in the penalty of One Hundred Thousand, ($100,000.00) Dollars, payable to the COTI@onwealth of Virginia with the Aetna Casualty and Surety Company as surety conditioned according to law, and One Hundred Thirty Thousand, ($130,000.00) Dollars payable to the City of Martinsville, Virginia with the Hartford Accident and Indemnity Company as surety conditioned according to law. The Clerk of this Court shall enter the foregoing order on this the 15th day of January 1964, and shall forthwith certify the same to the Council of the City of Martinsville and to the Chairman of the Compensation Board of the Commonwealth of Virginia. ,......- Pursuant to the auditing firm's recommendations and instructions, to provide for the transfer of records and accounts to the new Treasurer, Council (1) approved of (and continued) the depositories of City funds and authorized notice to these depositories to accept the signature of the incoming Treasurer (Mr. Bouldin) on checks issued January 13, 1964, and thereafter; (2) authorized notice to the depositories to accept, against City funds on deposit, checks bearing the signature of the late William R. Shwnate which might be received by the banks after January 12, 1964, as per the audited list of outstanding checks; (3) directed the re-execution of escrow agreements, between the incoming Treasurer and the depol3i tories; (4) authorized the banks to forward cancelled checks and bank statements on City accounts to the incoming Treasurer;
