<br />1: <br /> <br />TUESDAY <br /> <br />OCTOBER 8. 1963 <br /> <br />,","- <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsville, <br /> <br />Virginia, with Mayor J. Frank Wilson presiding, was held in the Council Chamber, <br /> <br /> <br />City Hall, Tuesday, October 8, 1963, beginning at 7:30 P.M., with all members <br /> <br /> <br />present, viz., Mayor J. Frank Wilson, Vice-Mayor Dr. Fred T. Renick; Har~ L. <br /> <br /> <br />Boaz; Thomas J. Burch; and E. E. Stone. <br /> <br />~- <br /> <br />After the invocation, Council approved as recorded the minutes of its regular <br /> <br />meeting held September 26, 1963. <br /> <br />City Manager Hirst reported that a petition--signed by some 58 residents in <br /> <br />the Park Street area--has been filed both ~ith Council and the Planning <br /> <br />Commission in opposition to the proposal submitted September 26th by <br /> <br />Moorefield's Cleaners & Laund~, requesting the rezoning to "business" of <br /> <br />a lot owned by Moorefield's and located on Cross Street to the rear of the <br /> <br />Moorefield plant. <br /> <br />"..,.- <br /> <br />City Manager Hirst also reported that some fifty-nine residents in the Roy <br /> <br /> <br />Street area have filed with Council a petition protesting the waste discharge <br /> <br /> <br />odor emanating from Sale Knitting Company's Roy Street Plant, caused by the <br /> <br />dye process in use at the plant. Mr. Wm. F. Franck, President of Sale <br /> <br /> <br />Knitting Company, appeared before Council and explained this situation which <br /> <br /> <br />has been under study by his firm and by City officials for quite some time, <br /> <br /> <br />concluding that the problem can be almost eliminated with the replacement of <br /> <br /> <br />the proposed Askin Street sewer line, which is scheduled for construction <br /> <br /> <br />during the 1964-65 fiscal year. Dr. Charles J. Mathes, Health Director, <br /> <br />informed Council that the condition poses no health menace but probably could <br /> <br />be corrected by introduction of a masking agent to the dye process; however, <br /> <br />this was considered as being prohibitive in cost by Sale Knitting Company. <br /> <br />...- <br />
