<br />178 <br /> <br />TUESDAY <br /> <br />SEPTEMBER 10. 1963 <br /> <br />The regular semi-monthly meetb.g of the Coun:::il of the City of Martinsville, <br />presiding <br />Virginia, with Mayor J. Frank Wilson }H'IJIlURt, was held in the Council Chamber, <br /> <br />City Hall, Tuesday, September 10, 1963, beginning at 7:30 P.M. All members of <br /> <br />Council were present, viz., Mayor J. Frank ~ilson; Vice-Mayor Fred T. Renick; <br /> <br />Harry L. Boaz; Thomas J. Burch; and E. E. Stone. <br /> <br />After the invocation, Council approved as recorded the minutes of its regular <br /> <br />meeting held August 27, 1963. <br /> <br />Mayor Wilson extended a cordial welcome to visitors present, among whom were <br /> <br />four college students from foreign countries, guests of Dr. and Mrs. Fred T. <br /> <br />Renick. <br /> <br />Upon City Manager Hirst's recommendation, Council authorized the extending <br /> <br />by petitioners--Mrs. Florine A. Campbell and Mrs. Odessa Ramsey--of a City <br /> <br />water main to nrovide water service to four lots owned by the petitioners, <br /> <br />which lots are located along Edgewood Pla':::e (outside the City's corporate <br /> <br />limits) at the end of Grandview Street, subject to approval by the Planning <br /> <br />Commis:3ion as to conditions prescribed by the City' s subdivision ordinance. <br /> <br />Upon motion, duly seconded and unanimously carried, Council adopted the <br /> <br />following rule:3 and procedural regulations--prepared by Mayor Wilson and <br /> <br />City Manager Hirst--by which the recently-appointed Mayor's Committee on <br /> <br />Public Relations is to operate: <br /> <br />1. Title <br />There is here\lith established an advisory committee designated <br />as "Mayor's Committee on Public Relations". <br />
