<br />TUESDAY <br /> <br />SEPTEMBER 10. 196? <br /> <br />2. Membersh..ill <br />The CommitLee shall consist of ten members appointed by the Mayor, <br />with approval by th9 City Council. Each member shall be a resident <br />of the City of Martinsville and of the membership, six will be of <br />the white ra,;e and four of the negro race. Vacancies occuring on <br />the Co~~ittee shall be filled by the Mayor with approval of the <br />Ci ty Council. <br />Members shall serve without compensation. <br /> <br />3. This 80mm:,_ttee shall serve for a twelve-month period, namely, <br />September 1, 1963 to September 1, 1964. <br /> <br />4. Meetings <br />The Committee shall hold its first meeting within thirty days after <br />September 1, 1963. Thereafter the Committee may meet at such times <br />and places as the Committee determines appropriate or ~ecessary. <br />Such meetings shall be considered as scheduled meetings, and a <br />quorum shall consist of seven members. Actions of the Committee <br />shall at all times require the affirmative vote of seven members. <br /> <br />A special meeting may be called by the Chairman upon 48 hours notice <br />to the membership. Actions taken by the Committee during a special <br />meeting shall not be final unless all members of the Committee are <br />pcesent at such special meeting; however, such actions, where full <br />membership is not present, may become final by ratification at the <br />next scheduled meeting. <br /> <br />However, the Chairman may in his discretion at any time adjourn <br />any meeting, scheduled or special. <br /> <br />Meetings may be open or closed, at the discretion of the Committee. <br /> <br />",- <br /> <br />5. Officers <br />The Mayor will appoint a chairman, from the membership, to serve <br />i~ that capacity for the term of the Corrmittee. The ChailTIan will <br />preside over the Committee meetings and perform such other duties <br />as provided herein or as may be normally incumbent upon the office. <br />The chairman will have the same voting posL,ion aDd privilege as <br />t~e other members. <br /> <br />In the absence of the Chairman at a meeting, the Committee may <br />designate one of its membership as temporary chairman for the <br />meeting. <br /> <br />The City Council will provide such secreta!'ial or clerical assistance <br />as the Committee should indicate to be necessary for its procedures. <br /> <br />6. Purpose <br />The purpose of the Committee will be to adv_~se the Mayor, and in <br />turn the City Council, on matters of the public relations of the <br />city and its people. <br /> <br />1~ <br />
