1: TUESDAY APRIL 9. 1963 The regular semi-monthly meeting of the Council of the City of Martinsville, Virginia, with Mayor J. Frank Wilson presiding, was held in the Council Chamber, City Hall, Tuesday, April 9, 1963, beginning at 7:30 P.M. All members of Council '..Jere present, viz., Mayor J. Frank Wilson; Dr. Fred T. Renick; Harry L. Boaz; Thomas J. Burch; and E. E. Stone. After the invocation, Council approved as recorded the minutes of its regular meeting held March 26, 1963. Council continued for study a recommendation submitted by Commissioner of the Revenue J. David Morris, whereby Section 1 (f) of Chapter I of the Ci~y!s License Tax Code might be amended to re-define the term" contractors" . A petition submitted by 15 Cleveland, Inc., requesting the rezoning to "P-2 Professional" certain of its property southeast of its property presently so zoned and located at 15 Cleveland Avenue, was referred to the Planning Commission for its consideration and recommendation. <- A petition submitted by Mr. Milton Harris, of 841 Liberty Street, requesting the rezoning of his property (lots 9 and 10) at this address to "P-;2 Professional", was also referred to the Planning Commission for its consideration and recommendation. Mr. Melvin L. Cartwright, of the City School System, along with interested citizens, appeared before Council and urged that immediate steps be taken to provide additional (and what was described as "more suitable") recreational areas for certain athletic activities.
