<br />1: <br /> <br />TUESDAY <br /> <br />APRIL 9. 1963 <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsville, <br /> <br />Virginia, with Mayor J. Frank Wilson presiding, was held in the Council Chamber, <br /> <br /> <br />City Hall, Tuesday, April 9, 1963, beginning at 7:30 P.M. All members of Council <br /> <br /> <br />'..Jere present, viz., Mayor J. Frank Wilson; Dr. Fred T. Renick; Harry L. Boaz; <br /> <br />Thomas J. Burch; and E. E. Stone. <br /> <br />After the invocation, Council approved as recorded the minutes of its regular <br /> <br />meeting held March 26, 1963. <br /> <br />Council continued for study a recommendation submitted by Commissioner of the <br /> <br /> <br />Revenue J. David Morris, whereby Section 1 (f) of Chapter I of the Ci~y!s License <br /> <br />Tax Code might be amended to re-define the term" contractors" . <br /> <br />A petition submitted by 15 Cleveland, Inc., requesting the rezoning to "P-2 <br /> <br />Professional" certain of its property southeast of its property presently so <br /> <br />zoned and located at 15 Cleveland Avenue, was referred to the Planning Commission <br /> <br />for its consideration and recommendation. <br /> <br /><- <br /> <br />A petition submitted by Mr. Milton Harris, of 841 Liberty Street, requesting <br /> <br />the rezoning of his property (lots 9 and 10) at this address to "P-;2 Professional", <br /> <br />was also referred to the Planning Commission for its consideration and <br /> <br />recommendation. <br /> <br />Mr. Melvin L. Cartwright, of the City School System, along with interested <br /> <br />citizens, appeared before Council and urged that immediate steps be taken to <br /> <br />provide additional (and what was described as "more suitable") recreational <br /> <br />areas for certain athletic activities. In conjunction, City Manager Hirst <br /> <br />proposed a park-and-playground improvement program, cost of which might be <br /> <br />~^'--.._'-_._-_.._"_.~-._-"-----_._---_._-,-,----"----"--_.. <br />
