<br />/' <br /> <br />- <br /> <br />- <br /> <br />- <br /> <br />1( <br /> <br />TUESDAY <br /> <br />JANUARY 8. 1963 <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsville, Virginia, <br /> <br /> <br />with Mayor J. Frank Wilson presiding, was held in the Coun8il Chamber, City Hall, <br /> <br /> <br />Tuesday, January 8, 1963, at 7:30 P.M., all members of Council being present, viz., <br /> <br />Mayor J. Frank Wilson; Vice-Mayor Fred T. Renick, M.D.; Harry L. Boaz; Thomas J. <br /> <br />Burch; and E. E. Stone. <br /> <br />After the invocation, Council approved as read the minutes of its regular meeting <br /> <br />held December 21, 1962. <br /> <br />Upon being advised by Revenue Commissioner J. David Morris that the 1962 quadrennial <br /> <br />reassessment of local taxable property was not completed within the year 1962, as <br /> <br />required under Section 58-972 of the Code of Virginia, and that an extension will <br /> <br /> <br />be necessary to complete this work, Council instructed City Attorney Cubine to <br /> <br /> <br />request the Martinsville City Circuit Court--through required procedure--to grant <br /> <br /> <br />a sixty-day extension for the completion of this work, as permitted under said <br /> <br />Section 58-792. <br /> <br />Through City Manager Hirst and Traffic-Planning Engineer Irving R. McGhee, Council <br /> <br /> <br />received a report on survey (dated January 3, 1963) of "parking meter feeding" in <br /> <br /> <br />the downtown business district, which survey was recently prompted by a complaint <br /> <br /> <br />registered by several business firms. Council suggested that adequate publicity <br /> <br />be given this report, indicating that if the practice of "meter feedingfl continues <br /> <br />Council will take steps to curtail this practice. <br /> <br />By report dated January 8, 1963, the Planning Commission recommended that property <br /> <br /> <br />recently acquired by Sale Knitting Company--on the east side of Franklin Street-- <br /> <br /> <br />from the City of Martinsville be rezoned to "B-2 Industrial", the Commission <br /> <br /> <br />describing this property as being that east of Dillard Street and surrounded on <br />
