<br />THURSDAY <br /> <br />AUGUST 30. 1962 <br /> <br />.- <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsville, <br />Virginia, with Mayor J. Frank Wilson presiding, was held in the Council Chamber, <br />City Hall, Thursday, August 30, 1962--hav:i.ng been re-scheduled from Tuesday, <br />August 28, 1962-at 7:30 P.M., all members being present with the exception of <br />Vice-M3.yor Renick, viz., Mayor J. Frank Wilson; Thomas J. B1.n:-ch; E. E. Stone; <br />and Harry L. Boaz. <br /> <br />"....-... <br /> <br />After the invocation, Council approved as recorded the minutes of its regular <br />meeting held August 14, 1962, and received a verbal report fran Hayor Wilson <br />on the annual meeting of the American l1Unicipal Association held August 26th- <br />28th in Philadelphia, PennSYlvania, which Hayor Wilson attended. <br /> <br />Upon motions, duly seconded and unanimously carried, Council appointed Messrs. <br />William G. Pannill and Whitney Shumate to membership on the City Planning <br />Conunission for four-year terms expiring July 1, 1966, and reappointed Messrs. <br />R. G. Atkins, Jack F. Hankins, O. B. Hensley, E. B. fult, and O. Thomas Morgan <br />to membership on the Board of Zoning ,Appeals for- three-year terms expiring <br />September 1, 1965. <br /> <br />- <br /> <br />A nmnber of residents and owners of property in the Fairy Street area appeared <br />before Council with verbal and written petitions protesting air pollution in <br />the area and requesting immediate action Qy Council towards abating this <br />conell tion. HI'. Frank Taylor, of Frank's Food Fair (store located on East Church <br />Street in the same area), by letter and person joined in the petition. Upon being <br />informed that the Smoke Abatement Committee (recently re-activated) has not <br />organized itself, COWlcil agreed to discuss the problem with members of the <br />Committee and with alleged offenders with the hope that the conditions cited <br />might be corrected without compulsory action on Council's part. <br />
