<br />FRIDAY <br /> <br />MAY lw 196~ <br /> <br />- <br /> <br />A special and duly-called meeting of the Council of the City of Martinsville, <br />Virginia, with Mayor J. Frank Wilson presiding, was held in the COlll1cil <br />Chamber, Friday, May 4, 1962, at 7:.30 P.M., and with all members of Council <br />being present, as follows: Mayor J. Frank Wilson; Vice-Mayor Fred T. Renick; <br />Thomas J. Burch; E. E. Stone; and Harry L. Boaz. <br /> <br />- <br /> <br />The purpose of this meeting, as stated by Mayor Wilson following the <br />invocation, and as specified by Council in its meeting held :f.Ry 1, 1962, was <br />to continue consideration of an annexation ordinance prepared at Council's <br />direction on basis of reconunendations of the City Planning Commission <br />submitted April 27, 1962, which ordinance was received by Council on May 1, <br />1962. In accordance with a subsequent directive from Council, City Attorney <br />Cubine prepared and presented an annexation ordinance which is hereinafter <br />incorporated into these minutes as adopted by Council. Prior to adoption, <br />however, City Manager Hirst presented tentative cost and income estimates, <br />indicating that the latest revision of the proposed boundary lines would cost <br />the City-exclusive of debt asstUnption and other obligations which might be <br />imposed by COtrt order and exclusive of the cost of utility lines to the City's <br />airport tract, for which the Council has committed the City to construct-some <br />$205,000 per year for each of five years as compared with a revenue of some <br />$75,000 per year. The proposed revised boundary lines would also add <br />approxiJnately .3 .25 square miles to the City's area and sane .315 persons to its <br />population. City Manager Hirst pointed out, further, that he is now of the <br />opinion that the proposed areas should be served by the City's electric utility <br />system and that Council might further proceed with its intention of gradually <br />redUCing and finally abolishing the City's gross receipts license tax on local <br />manuf'acturing industries. <br /> <br />,..- <br />
