<br />') (l <br />.....J <br /> <br />TUESDAY <br /> <br />MARCH 12. 1968 <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsville, <br /> <br />Virginia, with Mayor F. T. Renick, M.D., presiding, was held Tuesday, March <br /> <br />12, 1968, in the Council Chamber, City Hall, beginning at 7:30 P.M., all <br /> <br />members being present with the exception of Councilman W. Donald Hartford, viz., <br /> <br />Mayor F. T. Renick, M.D.; Vice-Mayor E. E. Stone; Harry L. Boaz; and <br /> <br />Francis T. West. <br /> <br />After the invocation, Council approved as recorded the minutes of its regular <br /> <br />meeting held February 27, 1968. <br /> <br />From a report by Mr. Odell W. Gray, Superintendent of the City's Public Welfare <br /> <br />Department, the latest information regarding transfer of control of community <br /> <br />action agencies to local governmental jurisdictions is incomplete; however, as <br /> <br />Mr. Gray reported, the info]~ation already released--regarding the latest date <br /> <br />applications can be filed for Federal funds--is applicable to conditions to <br /> <br />which Martinsville and its Community Action Agency can not comply. Furthermore, <br /> <br />it was indicated that programs of the local Agency would have to be on a Henry <br /> <br />County-Martinsville City basis and, at this time, it has not been resolved as <br /> <br />to how this might operate. Meanwhile, Council suggested that City Manager Noland <br /> <br />inquire of appropriate Federal Government authorities as to the procedures <br /> <br />involved in operating programs--such as Day Care Centers--in the event the City <br /> <br />wishes to pursue this matter further. <br /> <br />City Manager Noland informed Council that the general contractor for the new <br /> <br />Municipal Building, now approaching completion, hopes to have completed the <br /> <br />project by April 15th, in which event--depending upon delivery of furniture <br /> <br />and equipment--the building might be occupied by May 1st and a "formal open <br /> <br />house" be scheduled for a weekend soon thereafter. <br />
