Stone, Member of the State Senate and local Attorney <br /> <br />at Law, appeared before Council and urged strong resistance to increasing <br /> <br />encroachment by the Federal Government upon local governmental affairs. <br /> <br />Referring to the recent City School Board decision to comply with demands of <br /> <br />the Federal Government's Department of Health, Education and Welfare, as these <br /> <br />demands pertain to forced non-segregation of local school students, Senator <br /> <br />Stone prefaced his remarks with the explanation that such remarks were not <br /> <br />intended to involve personalities or the question of integration vs. segregation; <br /> <br />rather, Senator Stone envisioned the results of Federal domination if not <br /> <br />curtailed and, in this interest, requested the Council to recommend to the <br /> <br />School Board that it (the School Board) reconsider its recent decision to comply <br /> <br />with the Federal Government's demands regarding integration of students. <br /> <br />Reference was also made as to plans announced for the operation of local schools <br /> <br />at the time the latest school bond issue was approved by the voters, which plans <br /> <br />would be voided by the recent School Board decision. Council went on record, <br /> <br />meanwhile, as expressing cognizance of the autonomy of the School Board and of <br /> <br />its great responsibilities, as well as the high regard and esteem for the <br /> <br />individual members of the Board; however, in recognition of the intense concern <br /> <br />of many local citizens over the issue cited by Senator Stone and of the apparent <br /> <br />need for the opportunity of the citizens to be heard on this matter, and with <br /> <br />no inference or intent whatsoever to attempt to dictate to the School Board, <br /> <br />Council also went on record as suggesting that the School Board offer such an <br /> <br />opportunity through means of a duly-advertised public hearing. <br /> <br />Dr. C. J. Mathes, Director of the County-City Health Department, reported on <br /> <br />procedures by which a joint Mosquito Control District might be established, <br /> <br />meanwhile indicating that a preliminary study as to need and cost of such a <br /> <br />project will be undertaken for the development of information upon which the <br /> <br />local governing bodies might formulate a decision as to whether to proceed. <br />
